Five Legislative Initiatives Seek to Address Environmental Threats Affecting Ecosystems, Cities, and Water Resources

Protecting an ecosystem requires more than preserving a green space on a map. It also means managing what happens around it: how cities expand, which tree species are planted along streets, what waste flows through rivers, and how watersheds supplying communities and economic activities with water are managed. In Panama, five legislative initiatives bring different aspects of this challenge into focus and propose new tools for managing the country’s natural heritage.

The proposals address a range of issues, but they share a central concern: conservation depends on decisions that connect land use, infrastructure, and human activity. Their progress through the National Assembly creates an opportunity to reconsider how natural resources are protected and what mechanisms can turn environmental goals into measurable results.

Conservation Also Begins Within Cities

One area under consideration is a forest in the Ancón district, adjacent to Villa de las Fuentes, near Betania. Preliminary Bill 178 proposes designating the area as protected land. One of its stated aims is to preserve the natural environment associated with the Curundú River, reflecting broader concerns about safeguarding water sources in urban areas.

The value of these spaces extends beyond their vegetation. Urban forests can provide habitats for wildlife, moderate local temperatures, and help regulate rainwater runoff. Their survival, however, depends on land-use planning and decisions that prevent urban growth from fragmenting or degrading natural environments.

Street trees present another challenge. Bill 429 seeks to establish rules for planting trees beneath power lines, including species selection, planning criteria, and potential penalties. Choosing appropriate species for each location can reduce conflicts with infrastructure, limit recurring pruning, and support a safer, more sustainable urban canopy. The goal is not simply to plant more trees, but to select and maintain them responsibly.

At the community level, Bill 727 proposes the creation of local administrative district forests, known as bosques corregimentales. This approach could bring conservation efforts closer to local communities and encourage their participation in protecting wooded areas. Its eventual scope will depend on the final provisions, coordination among institutions, and the resources available for implementation.

From River Waste to Watershed Management

River pollution is another issue addressed by the proposals. When solid waste enters a waterway, currents can carry it downstream into estuaries, coastal areas, and marine ecosystems. Intercepting waste before it reaches the sea can therefore complement cleanup efforts and waste prevention on land.

Bill 192 proposes promoting the use of floating barriers, known as biobardas, in rivers and areas where waterways meet the sea. These barriers are designed to capture certain types of floating waste and make collection easier. The proposal envisions participation by public agencies, businesses, organizations, and communities, as well as potential tax incentives subject to specific requirements.

However, floating barriers cannot replace waste reduction at the source or effective waste management. To work properly, they require regular maintenance, timely removal of captured material, and appropriate disposal. Their effectiveness also depends on river conditions and the characteristics of each installation site. Without these measures, barriers risk becoming an incomplete response to a problem that begins long before waste enters the water.

Watershed management addresses the challenge on a broader scale. Bill 590 proposes amending Law 44 of 2002, which establishes the administrative framework for the management, protection, and conservation of Panama’s watersheds. Updating this framework could affect how institutions coordinate their work and make decisions in territories where water supplies, conservation, and economic activities intersect.

A watershed does not function as a collection of isolated areas: what happens upstream can affect communities and ecosystems downstream. Loss of forest cover, soil erosion, unplanned development, and pollution can all affect water quality and availability. Effective protection therefore requires coordination among public authorities, local communities, and those who depend on watershed resources.

The Challenge of Turning Proposals Into Action

According to information published by Panama’s National Assembly on October 6, 2026, Preliminary Bill 178 was taken up by the Population, Environment, and Development Commission, while Bills 429 and 727 were referred to subcommittees for further analysis. Bills 192 and 590 received approval in their first debate. These developments do not mean that the five initiatives have become laws; they must continue through the applicable legislative process.

The difference between approving a proposal and achieving environmental change is significant. Implementing new rules requires clearly assigned responsibilities, funding, oversight, and ways to assess whether the measures are working. For floating waste barriers, for example, results should be evaluated by the amount of waste collected and the consistency of maintenance. For forests and watersheds, meaningful indicators include the effective protection of land and the condition of water resources.

Conservation also has implications for the future of tourism in Panama. Forests, rivers, and coastlines sustain landscapes and experiences that attract visitors, from natural areas near the capital to coastal destinations. Protecting these environments does not automatically guarantee sustainable tourism, but it helps preserve some of the natural assets on which the sector depends.

The five initiatives bring distinct but interconnected issues into the legislative debate. Their importance will ultimately depend not on how many proposals advance through the National Assembly, but on whether the resulting measures can protect ecosystems, prevent pollution, and improve land and water management over the long term.
