Brazil Faces a New Political Landscape: What It Could Mean for Tourism

Political Realignment Could Influence Security, Amazon Conservation, Investment, Connectivity, and Tourism Development Across the Country.

Brazil is entering a new political period that could have consequences well beyond Brasília. As the country approaches its presidential runoff, the changing balance between the political right and left is becoming an important factor for businesses, investors, and industries that depend on international confidence, including tourism.

The first-round election produced a highly competitive result, with Flávio Bolsonaro receiving about 47% of the vote and Luiz Inácio Lula da Silva about 45%. The runoff is scheduled for October 25, 2026. Regardless of the final outcome, the election has demonstrated the strength of Brazil's conservative electorate and confirmed that the country's political landscape is undergoing a significant transformation.

For travelers, however, the most important question is not simply who wins the presidency. It is how political decisions affect the conditions under which people travel, invest, work, and develop tourism businesses.

A Tourism Industry With Major Growth Targets

Tourism is already a significant part of Brazil's economic strategy. The country's Tourism Plan 2024–2027 established ambitious targets: increasing annual international arrivals from approximately 5.9 million to 8.1 million, raising international tourism revenue from US6.6billiontoUS8.1 billion, increasing formal tourism employment from 2 million to 3 million jobs, and expanding domestic trips from 93 million to 150 million annually.

Recent numbers indicate that the country is moving toward those objectives. In 2025, Brazil recorded more than 6.8 million international visitors by September 14, reaching 98.5% of its original annual target of 6.9 million. International air arrivals reached more than 6.1 million, representing a 33.2% increase compared with 2024.

These figures matter because they demonstrate the scale of the opportunity. Brazil is not simply trying to recover its tourism sector; it is attempting to expand it substantially.

Political decisions can therefore affect a large and increasingly important economic ecosystem that includes hotels, airlines, restaurants, tour operators, cruise companies, transportation providers, attractions, and thousands of small businesses operating in tourism destinations.

Security, Conservation, and Investment Will Matter to Travelers

Security will remain one of the most important issues for international visitors. Brazil offers some of the hemisphere's most attractive destinations, from Rio de Janeiro and the northeastern coastline to the Amazon, Pantanal, Iguaçu Falls, and historic cities. But perceptions of crime and personal safety can directly influence destination choices.

Changes in policing policies, public security investment, urban infrastructure, and government coordination can therefore affect how travelers perceive Brazil and how tourism businesses operate.

The Amazon represents another major area where political decisions and tourism intersect. Deforestation in the Brazilian Amazon fell to approximately 5,731 square kilometers in the 2024–2025 monitoring period, a 12.07% decrease from the previous period's 6,518 square kilometers.

For tourism, this is more than an environmental statistic. The Amazon supports wildlife tourism, river expeditions, Indigenous-led experiences, scientific tourism, conservation projects, and increasingly sophisticated nature-based travel. Government decisions concerning environmental enforcement, protected areas, infrastructure, and Indigenous territories can directly influence the future of these experiences.

Investment and connectivity are equally important. Brazil's enormous size means that tourism growth depends heavily on air connections, airports, roads, ports, regional transportation, and digital infrastructure. Political stability and predictable regulations can influence whether airlines expand routes, whether hotel groups invest in new properties, and whether international tourism companies consider Brazil a long-term growth market.

The country's political direction may therefore matter to travelers even when they never encounter politics during their trip.

Brazil remains one of the world's largest tourism markets, with extraordinary geographic and cultural diversity. Its future tourism performance will depend not only on the strength of its attractions, but also on whether the country can provide the security, infrastructure, environmental protection, connectivity, and investment conditions necessary to support continued growth.

For travelers planning a trip to Brazil, the practical lesson is not to interpret the election as a simple change in destination safety or accessibility. Instead, the coming months should be viewed as a period to watch how political decisions translate into policies affecting transportation, security, environmental management, tourism investment, and regional development.

Brazil's political landscape may be changing, but its tourism potential remains enormous. The more important question is whether the country's next political chapter will strengthen the conditions needed to turn that potential into sustained international tourism growth.
