Churchill Tests New Technology to Keep Polar Bears and Residents Safe

New Technology Aims to Keep Polar Bears and People Safe.

As hundreds of polar bears prepare to gather near Churchill, Manitoba, conservationists are testing new ways to prevent encounters between the animals and local residents. The measures include noisy drones designed to guide bears away from populated areas, artificial intelligence cameras that can detect their presence and improved electric fencing around a waste facility that attracts hungry animals. The initiatives are being developed by Polar Bears International (PBI), in collaboration with Brigham Young University and Churchill’s Polar Bear Alert Program. The announcement coincides with Polar Bear Week, held from November 1 to 7, when the annual migration toward Hudson Bay draws attention to the challenges of living alongside one of the Arctic’s most recognizable predators.

Drones tested as a non-lethal deterrent

One of the projects uses drones to encourage polar bears to move away from roads and populated areas. Researchers are testing whether the noise produced by the aircraft can influence the animals’ direction without physically approaching or harming them. The research is being conducted with Brigham Young University. By adjusting the drone’s position, operators can attempt to guide a bear toward a safer area while monitoring its movements through an aerial camera. The broader research also includes testing ultrasonic sounds, conductive materials and a new odor-based bear spray formula. These approaches are being evaluated as possible non-lethal tools to reduce conflict between people and wildlife.

Bear-vision: an early-warning camera system

Another development is Bear-vision, a camera-based detection system designed to recognize polar bears and eventually send alerts when one approaches. Developed by Polar Bears International, the technology uses video surveillance and machine learning to identify animals in areas where encounters could put people at risk. The first system is being deployed at Churchill’s waste facility, where cameras are positioned to monitor areas beyond the existing fencing. Researchers are collecting footage to train the detection models to recognize polar bears and trigger notifications. The project builds on the organization’s earlier Bear-dar technology, which uses radar and cameras to detect and track bears. Bear-vision is intended to offer a more accessible and less expensive alternative that could eventually be adapted for buildings and other facilities in remote Arctic communities.

Why Churchill’s waste facility attracts bears

Garbage has become an important part of the human-wildlife challenge in Churchill. After a fire destroyed the town’s waste storage facility in 2024, the community had to rely on a landfill that has attracted polar bears searching for food. Even with barriers in place, the smell of discarded material and garbage blown beyond the fence can draw animals toward the site. To reduce this attraction, the town and its conservation partners are improving the facility’s defenses, including electric fencing and monitoring systems. Polar Bears International has also provided bear-resistant waste containers for residential and commercial use. A longer-term waste management solution is still being developed. The objective is to prevent bears from accessing human food waste, reducing the likelihood that they will repeatedly return to populated areas in search of food.

Climate change is extending the time bears spend on land

Churchill is located along Hudson Bay, where polar bears gather each autumn while waiting for sea ice to form. Once the bay freezes, the animals can return to the ice to hunt seals, their main source of food. However, the ice-free period in the region is now approximately three to four weeks longer than it was in the 1980s. This means bears spend more time on land, increasing the opportunities for encounters with people and human settlements. The consequences extend beyond public safety. According to Polar Bears International, the western Hudson Bay polar bear subpopulation has declined by nearly half since 1979. The loss of sea ice affects the animals’ access to hunting grounds and contributes to changes in their survival and reproduction.

Protecting residents and wildlife

Often described as the “Polar Bear Capital of the World,” Churchill has become internationally known for its seasonal polar bear gatherings. The animals are also central to the town’s tourism industry, attracting visitors who travel to observe them in their natural environment. The new projects reflect a growing effort to manage the risks associated with that proximity. Rather than relying only on emergency responses when bears enter populated areas, researchers and local authorities are testing ways to detect, monitor and redirect animals before encounters become dangerous. The technologies are still being evaluated, but their potential extends beyond Churchill. Other northern communities facing similar challenges could eventually benefit from more affordable detection systems and non-lethal deterrents. For now, the central challenge remains the same: keeping people safe while protecting polar bears and the fragile Arctic environment on which their survival depends.
