Brasil ante un nuevo escenario político: qué puede significar para el turismo

El cambio político podría afectar la seguridad, la inversión y el turismo.

Brasil está entrando en una nueva etapa política que podría tener consecuencias mucho más allá de Brasilia. A medida que el país se acerca a la segunda vuelta presidencial, el cambio en el equilibrio entre la derecha y la izquierda se está convirtiendo en un factor relevante para empresas, inversionistas e industrias que dependen de la confianza internacional, incluido el turismo.

La primera vuelta produjo un resultado muy competitivo, con Flávio Bolsonaro alrededor del 47 % de los votos y Luiz Inácio Lula da Silva cerca del 45 %. La segunda vuelta está prevista para el 25 de octubre de 2026. Independientemente del resultado final, la elección ha demostrado la fuerza del electorado conservador brasileño y confirma que el panorama político del país está experimentando una transformación importante.

Para los viajeros, sin embargo, la pregunta más importante no es simplemente quién ganará la presidencia. Es cómo las decisiones políticas pueden afectar las condiciones en las que las personas viajan, invierten, trabajan y desarrollan negocios relacionados con el turismo.

Una industria turística con grandes objetivos de crecimiento

El turismo ya ocupa un lugar importante dentro de la estrategia económica de Brasil. El Plan Nacional de Turismo 2024–2027 estableció objetivos ambiciosos: aumentar las llegadas internacionales anuales de aproximadamente 5,9 millones a 8,1 millones, elevar los ingresos del turismo internacional de US$6.600 millones a US$8.100 millones, aumentar el empleo formal en el sector de 2 millones a 3 millones de puestos de trabajo y ampliar los viajes nacionales de 93 millones a 150 millones al año.

Las cifras recientes indican que el país avanza hacia esos objetivos. En 2025, Brasil recibió más de 6,8 millones de visitantes internacionales hasta el 14 de septiembre, alcanzando el 98,5 % de su meta inicial anual de 6,9 millones. Las llegadas internacionales por vía aérea superaron los 6,1 millones, un aumento del 33,2 % frente a 2024.

Estas cifras son importantes porque muestran la magnitud de la oportunidad. Brasil no está simplemente intentando recuperar su sector turístico; está buscando expandirlo de manera considerable.

Por ello, las decisiones políticas pueden afectar a un ecosistema económico cada vez más importante que incluye hoteles, aerolíneas, restaurantes, operadores turísticos, compañías de cruceros, empresas de transporte, atracciones y miles de pequeños negocios que dependen de los visitantes.

Seguridad, conservación e inversión serán factores clave para los viajeros

La seguridad seguirá siendo uno de los aspectos más importantes para los visitantes internacionales. Brasil ofrece algunos de los destinos más atractivos del hemisferio, desde Río de Janeiro y las costas del nordeste hasta la Amazonía, el Pantanal, las cataratas del Iguazú y sus ciudades históricas. Sin embargo, la percepción de la delincuencia y la seguridad personal puede influir directamente en la elección de un destino.

Los cambios en las políticas de seguridad, la inversión pública, la infraestructura urbana y la coordinación entre las autoridades pueden influir, por tanto, en la percepción que los viajeros tienen de Brasil y en las condiciones en las que operan las empresas turísticas.

La Amazonía representa otra área en la que la política y el turismo están estrechamente relacionados. La deforestación en la Amazonía brasileña cayó a aproximadamente 5.731 kilómetros cuadrados durante el período de monitoreo 2024–2025, un 12,07 % menos que los 6.518 kilómetros cuadrados registrados en el período anterior.

Para el turismo, esto es mucho más que una estadística ambiental. La Amazonía sostiene actividades de observación de fauna, expediciones fluviales, experiencias lideradas por comunidades indígenas, turismo científico, proyectos de conservación y una creciente oferta de viajes centrados en la naturaleza. Las decisiones gubernamentales sobre protección ambiental, áreas protegidas, infraestructura y territorios indígenas pueden influir directamente en el futuro de estas experiencias.

La inversión y la conectividad son igualmente importantes. El enorme tamaño de Brasil hace que el crecimiento turístico dependa en gran medida de las conexiones aéreas, los aeropuertos, las carreteras, los puertos, el transporte regional y la infraestructura digital. La estabilidad política y unas reglas previsibles pueden influir en la decisión de las aerolíneas de ampliar rutas, de los grupos hoteleros de construir nuevos establecimientos y de las empresas internacionales de considerar a Brasil como un mercado de crecimiento a largo plazo.

Por esta razón, la dirección política del país puede ser relevante para los viajeros incluso cuando estos nunca tengan contacto directo con la política brasileña.

Brasil continúa siendo uno de los grandes mercados turísticos del mundo y posee una diversidad geográfica y cultural extraordinaria. El futuro de su turismo dependerá no solo de la fuerza de sus atractivos, sino también de su capacidad para ofrecer seguridad, infraestructura, protección ambiental, conectividad y condiciones adecuadas para la inversión.

Para quienes están planeando viajar a Brasil, la elección no debería interpretarse automáticamente como un cambio inmediato en la seguridad o accesibilidad de los destinos. Los próximos meses serán más importantes para observar cómo las decisiones políticas se traducen en políticas concretas relacionadas con el transporte, la seguridad, la gestión ambiental, la inversión turística y el desarrollo regional.

El panorama político de Brasil puede estar cambiando, pero su potencial turístico sigue siendo enorme. La cuestión más importante será si el próximo capítulo político del país consigue fortalecer las condiciones necesarias para convertir ese potencial en un crecimiento turístico internacional sostenido.
