Estados Unidos amplia as sanções contra Cuba enquanto o turismo perde força

Novas restrições e controles sobre viajantes atingem uma ilha em crise turística e de infraestrutura.

Os Estados Unidos intensificaram, em 20 de agosto, a pressão sobre Cuba com novas sanções econômicas e uma aplicação mais rigorosa das normas que restringem determinadas operações de cidadãos americanos na ilha. A nova rodada afeta nove entidades estatais dos setores de mineração, metais e construção, além de dirigentes do Instituto Cubano de Amizade com os Povos (ICAP).

As medidas chegam enquanto Cuba enfrenta uma combinação de escassez de combustível, apagões, deterioração da infraestrutura e uma importante contração do turismo. Para Washington, o objetivo é limitar os recursos disponíveis para o governo cubano; para o setor turístico, as novas restrições se somam a problemas que já reduziram consideravelmente sua capacidade operacional.

O componente que afeta diretamente os viajantes americanos também ganhou importância. Segundo a Associated Press, vários cidadãos dos Estados Unidos que retornaram recentemente de Cuba foram detidos temporariamente e alguns dispositivos eletrônicos foram inspecionados. As autoridades procuram determinar se os viajantes realizaram transações proibidas com empresas administradas ou controladas pelo governo cubano.

Isso acrescenta uma dimensão regulatória a uma viagem que já apresenta dificuldades logísticas. Para os americanos, decidir quando viajar ou onde se hospedar já não é a única consideração: também é necessário verificar quais empresas e estabelecimentos podem ser utilizados legalmente de acordo com as restrições dos Estados Unidos.

A situação ganha especial relevância porque o turismo cubano está perdendo visitantes em ritmo acelerado. Entre janeiro e abril de 2026, a chegada de turistas internacionais caiu 56% em comparação com o mesmo período de 2025. A contração já contribuiu para a saída de importantes operadores internacionais do mercado.

A retirada de empresas hoteleiras constitui um sinal particularmente importante. Em julho, a espanhola Meliá concluiu sua saída de Cuba após fechar seus 34 hotéis na ilha. A empresa apontou fatores operacionais, legais e financeiros relacionados à deterioração do ambiente econômico e ao endurecimento das sanções americanas.

Um mercado turístico cada vez menor

O contraste com os últimos anos permite dimensionar o retrocesso. Cuba recebeu aproximadamente 4,7 milhões de visitantes internacionais em 2018. Em 2025, o mercado havia diminuído drasticamente. As estimativas disponíveis também apontam para uma perda considerável de receitas turísticas, limitando a capacidade do setor de financiar novos investimentos e manter sua infraestrutura.

A perda de visitantes afeta muito mais do que hotéis e agências de viagens. Menos turistas significam menor atividade para restaurantes, empresas de transporte, guias, comércio, operadores de excursões e trabalhadores cuja renda depende do turismo.

Ao mesmo tempo, a infraestrutura necessária para uma recuperação está sob pressão crescente. Os apagões e a escassez de combustível afetam o transporte, a refrigeração, o abastecimento de água, a climatização e o funcionamento diário dos negócios turísticos. A Associated Press aponta que a crise energética e a deterioração da infraestrutura estão aprofundando a contração do turismo.

O resultado é um ciclo difícil de romper: menos visitantes reduzem as receitas, enquanto a falta de recursos dificulta a manutenção dos serviços necessários para atrair esses visitantes novamente.

Para os viajantes internacionais, a consequência mais visível pode ser uma experiência menos previsível. A disponibilidade de voos, combustível, hospedagem e serviços básicos passa a ter tanta importância quanto os atrativos tradicionais que, durante décadas, fizeram de Cuba um dos destinos mais conhecidos do Caribe.

Para os americanos, existe ainda uma consideração adicional: as restrições impostas por seu próprio governo podem determinar onde podem gastar dinheiro durante sua estadia. Os controles aplicados a alguns viajantes no retorno aos Estados Unidos mostram que Washington está dando maior atenção ao cumprimento dessas restrições.

Cuba mantém ativos turísticos difíceis de substituir: Havana, sua arquitetura, patrimônio cultural, música, gastronomia e praias continuam fazendo parte de uma oferta singular no Caribe. O problema não é a falta de atrativos, mas a dificuldade crescente de garantir as condições necessárias para aproveitá-los.

A pressão americana também não explica, por si só, a crise. Cuba enfrenta problemas econômicos e estruturais próprios, enquanto o governo anunciou reformas destinadas a ampliar a participação privada em setores como o turismo. Entre as medidas recentes estão novas oportunidades para operadores privados e mudanças voltadas a facilitar investimentos e atividades empresariais.

Mas a nova rodada de sanções chega quando a margem para recuperação é particularmente reduzida. Para uma indústria que precisa de visitantes, investimentos e conectividade, qualquer aumento dos custos operacionais ou da incerteza pode dificultar ainda mais sua recuperação.

A situação também poderá modificar a concorrência turística no Caribe. Se alguns viajantes que anteriormente escolhiam Cuba começarem a buscar destinos com maior conectividade, infraestrutura mais estável e menor incerteza regulatória, outros mercados da região poderão absorver parte dessa demanda.

A questão para Cuba, portanto, não é apenas quantos turistas conseguirá atrair. É se poderá reconstruir as condições que transformam uma visita em uma experiência turística viável: transporte disponível, hospedagem em funcionamento, serviços confiáveis e conexões internacionais suficientes.

As novas sanções de Washington acrescentam pressão a um sistema que já funciona abaixo de sua capacidade. Em um país onde o turismo precisa recuperar visitantes enquanto a infraestrutura perde capacidade, a recuperação dependerá tanto da demanda quanto do funcionamento básico do destino.
