United States Expands Sanctions On Cuba As Tourism Runs Out Of Air

New Restrictions And Traveler Scrutiny Hit An Island Facing A Tourism And Infrastructure Crisis.

The United States intensified pressure on Cuba on August 20 with new economic sanctions and stricter enforcement of rules restricting certain transactions by U.S. citizens on the island. The latest measures target nine state-owned entities in the mining, metals, and construction sectors, as well as officials from the Cuban Institute of Friendship with the Peoples (ICAP).

The measures come as Cuba faces a combination of fuel shortages, power outages, deteriorating infrastructure, and a significant contraction in tourism. For Washington, the objective is to limit resources available to the Cuban government; for the tourism sector, the measures arrive as an industry already operating far below its previous capacity.

The component directly affecting U.S. travelers has also become more significant. According to the Associated Press, several Americans who recently returned from Cuba were temporarily detained, and some electronic devices were inspected. U.S. authorities are seeking to determine whether travelers conducted prohibited transactions with companies operated or controlled by the Cuban government.

This adds a regulatory dimension to a journey that already presents logistical challenges. For Americans, deciding when to travel or where to stay is no longer the only consideration: they must also verify which companies and establishments they are legally permitted to use under U.S. restrictions.

The situation is particularly significant because Cuban tourism has been losing visitors at an accelerated rate. Between January and April 2026, international tourist arrivals fell by 56% compared with the same period in 2025. The contraction has already contributed to the departure of major international operators from the market.

The withdrawal of hotel companies is an especially important warning sign. In July, Spanish hotel group Meliá completed its exit from Cuba after closing its 34 hotels on the island. The company cited operational, legal, and financial factors linked to the deteriorating economic environment and the tightening of U.S. sanctions.

A Shrinking Tourism Market

The contrast with recent years puts the decline into perspective. Cuba received approximately 4.7 million international visitors in 2018. By 2025, the market had contracted dramatically. Available estimates also point to a substantial loss of tourism revenue, limiting the sector's ability to finance new investment and maintain infrastructure.

The loss of visitors affects far more than hotels and travel agencies. Fewer tourists mean less activity for restaurants, transportation providers, guides, retailers, excursion operators, and workers whose livelihoods depend on tourism.

At the same time, the infrastructure needed for a recovery is under growing pressure. Power outages and fuel shortages affect transportation, refrigeration, water supplies, air conditioning, and the daily operation of tourism businesses. The Associated Press reports that the energy crisis and deteriorating infrastructure are deepening the contraction in tourism.

The result is a difficult cycle to break: fewer visitors reduce revenue, while a lack of resources makes it harder to maintain the services needed to attract those visitors back.

For international travelers, the most visible consequence may be a less predictable travel experience. The availability of flights, fuel, accommodation, and basic services is becoming as important as the traditional attractions that have made Cuba one of the Caribbean's best-known destinations for decades.

For Americans, there is an additional consideration: restrictions imposed by their own government can determine where they are permitted to spend money during their stay. The inspections involving some travelers returning to the United States suggest that Washington is moving beyond maintaining restrictions on paper and paying greater attention to their enforcement.

Cuba retains tourism assets that are difficult to replicate: Havana, its architecture, cultural heritage, music, cuisine, and beaches remain part of a distinctive Caribbean offering. The problem is not a lack of attractions, but the growing difficulty of guaranteeing the conditions necessary to experience them.

U.S. pressure alone does not explain the crisis. Cuba has its own longstanding economic and structural problems, while the government has announced reforms aimed at expanding private-sector participation in areas such as tourism. Recent measures have included new opportunities for private operators and changes intended to facilitate investment and business activity.

But the latest sanctions arrive when the room for recovery is particularly narrow. For an industry that needs visitors, investment, and connectivity, any increase in operating costs or uncertainty can make recovery even more difficult.

The situation could also reshape tourism competition across the Caribbean. If some travelers who previously chose Cuba begin looking for destinations with stronger connectivity, more reliable infrastructure, and less regulatory uncertainty, other regional markets could capture part of that demand.

The question for Cuba, therefore, is not simply how many tourists it can attract. It is whether it can rebuild the conditions that turn a visit into a viable tourism experience: available transportation, functioning accommodation, reliable services, and sufficient international connections.

The new U.S. sanctions add pressure to a system already operating below capacity. In a country where tourism needs to recover visitors while infrastructure is losing capacity, recovery will depend on both demand and basic functionality.
