Canadá põe à prova sua relação com os Estados Unidos

Uma petição contra o embaixador Pete Hoekstra reflete o crescente descontentamento canadense com Washington.

Uma petição apresentada por cidadãos ao Parlamento do Canadá pedindo a saída do embaixador dos Estados Unidos, Pete Hoekstra, alcançou um nível incomum de apoio público. Até 15 de agosto, havia reunido mais de 171.000 assinaturas, superando amplamente as 500 necessárias para que uma petição eletrônica federal seja apresentada à Câmara dos Comuns.

A petição foi apresentada em 21 de julho de 2026 e solicita que Hoekstra seja declarado persona non grata e que o Canadá peça formalmente sua saída. Também pede uma revisão parlamentar de determinadas ações e declarações do diplomata que seus promotores consideram inadequadas para um representante estrangeiro.

O episódio ocorre em um momento particularmente delicado nas relações entre Ottawa e Washington. As declarações do presidente Donald Trump sobre o Canadá, suas políticas comerciais e suas reiteradas referências ao país como possível “51º estado” intensificaram um debate que agora vai além da diplomacia tradicional.

A dimensão da petição é significativa porque oferece um indício da mudança na percepção pública canadense. Uma pesquisa do Pew Research Center realizada entre fevereiro e maio de 2026 em 36 países constatou que apenas 35% dos canadenses consideram os Estados Unidos um parceiro confiável. Em 2022, esse índice era de 83%, uma diferença de 48 pontos percentuais em quatro anos.

Esses dados não demonstram que as políticas americanas sejam as únicas responsáveis pelas mudanças nos hábitos de viagem. Preços, taxas de câmbio, condições econômicas e disponibilidade de voos também influenciam as decisões dos viajantes. No entanto, os padrões de mobilidade oferecem outro indicador do momento vivido pela relação bilateral.

A mudança também se reflete nas viagens

Em 2025, os residentes canadenses realizaram 29,1 milhões de viagens de retorno dos Estados Unidos, uma queda de 25,4% em relação a 2024. No ano anterior, haviam sido registradas aproximadamente 39 milhões dessas viagens, uma diferença próxima de 9,9 milhões de deslocamentos em apenas 12 meses.

A redução foi especialmente visível nas viagens terrestres, fundamentais para uma fronteira que conecta cidades, comunidades e destinos turísticos dos dois países.

Ao mesmo tempo, os canadenses não deixaram de viajar internacionalmente. Durante o quarto trimestre de 2025, realizaram 3,3 milhões de viagens para destinos no exterior, um aumento de 14,2%. Os gastos associados chegaram a C$ 7,6 bilhões, 25,3% acima do registrado no mesmo período de 2024.

O mercado doméstico também ganhou força. Durante 2025, os canadenses realizaram 342 milhões de visitas dentro do Canadá, 2,5% acima dos níveis de 2019, enquanto os gastos com turismo doméstico alcançaram C$ 81,3 bilhões, um aumento anual de 8,7%.

O fluxo no sentido contrário foi mais estável. Residentes dos Estados Unidos realizaram 22,8 milhões de viagens ao Canadá em 2025, apenas 2,9% menos que em 2024. A diferença entre os dois fluxos mostra que o impacto não foi uniforme: a redução foi consideravelmente maior entre os viajantes canadenses que se dirigiram aos Estados Unidos.

As conexões aéreas também refletiram essa mudança. O tráfego de passageiros entre Canadá e Estados Unidos caiu 7,9% em 2025, para 29,4 milhões de passageiros. Em comparação, o tráfego aéreo doméstico canadense aumentou 2,9%, enquanto o tráfego internacional entre o Canadá e destinos diferentes dos Estados Unidos cresceu 5,1%.

As evidências não descrevem uma ruptura das viagens entre os dois países. Os Estados Unidos continuam sendo um mercado fundamental para o Canadá, e milhões de pessoas continuam atravessando a fronteira todos os anos.

O que os números mostram é mais preciso: uma relação turística historicamente dominante está passando por uma redistribuição dos fluxos de viajantes, enquanto os canadenses consideram alternativas tanto dentro do próprio país quanto no exterior.

Nesse contexto, a petição contra Hoekstra ganha uma relevância que vai além do próprio embaixador. Ela não determina o futuro das relações bilaterais, mas representa um indicador visível do nível de insatisfação pública no Canadá.

Para a indústria do turismo, os próximos meses serão especialmente importantes. Se as viagens aos Estados Unidos retornarem aos níveis anteriores, a redução registrada em 2025 poderá ficar associada a um período excepcional. Se a tendência continuar, outros destinos poderão manter parte de uma demanda que durante décadas esteve concentrada no mercado americano.

Por enquanto, os dados permitem uma conclusão mais prudente: Canadá e Estados Unidos continuam profundamente conectados, mas já não se pode presumir que os viajantes manterão exatamente os mesmos padrões do passado.
