Canadá pone a prueba su relación con Estados Unidos

Una petición contra el embajador Pete Hoekstra refleja el creciente descontento canadiense con Washington.

Una petición ciudadana presentada ante el Parlamento de Canadá para solicitar la salida del embajador estadounidense Pete Hoekstra ha alcanzado un nivel inusual de apoyo público. Para el 15 de agosto, había reunido más de 171.000 firmas, superando ampliamente las 500 necesarias para que una petición electrónica federal pueda ser presentada ante la Cámara de los Comunes.

La petición fue presentada el 21 de julio de 2026 y solicita que Hoekstra sea declarado persona non grata y que Canadá solicite formalmente su salida. También pide una revisión parlamentaria de determinadas actuaciones y declaraciones del diplomático que sus promotores consideran inapropiadas para un representante extranjero.

El episodio ocurre en un momento especialmente delicado en las relaciones entre Ottawa y Washington. Las declaraciones del presidente Donald Trump sobre Canadá, sus políticas comerciales y sus reiteradas referencias al país como posible “51.º estado” han intensificado un debate que ahora va más allá de la diplomacia tradicional.

La magnitud de la petición es significativa porque ofrece un indicio del cambio en la percepción pública canadiense. Una encuesta del Pew Research Center realizada entre febrero y mayo de 2026 en 36 países encontró que solo el 35% de los canadienses considera a Estados Unidos un socio confiable. En 2022, esa cifra era del 83%, una diferencia de 48 puntos porcentuales en cuatro años.

Estos datos no demuestran que las políticas estadounidenses sean las únicas responsables de los cambios en los hábitos de viaje. Los precios, los tipos de cambio, las condiciones económicas y la disponibilidad de vuelos también influyen en las decisiones de los viajeros. Sin embargo, los patrones de movilidad ofrecen otro indicador del momento que atraviesa la relación bilateral.

El cambio también se refleja en los viajes

En 2025, los residentes canadienses realizaron 29,1 millones de viajes de regreso desde Estados Unidos, una disminución del 25,4% frente a 2024. El año anterior se habían registrado aproximadamente 39 millones de estos viajes, una diferencia cercana a 9,9 millones de desplazamientos en apenas 12 meses.

La disminución fue especialmente visible en los viajes terrestres, fundamentales para una frontera que conecta ciudades, comunidades y destinos turísticos de ambos países.

Al mismo tiempo, los canadienses no dejaron de viajar internacionalmente. Durante el cuarto trimestre de 2025 realizaron 3,3 millones de viajes a destinos de ultramar, un aumento del 14,2%. El gasto asociado alcanzó los C$7.600 millones, un 25,3% más que durante el mismo periodo de 2024.

El mercado doméstico también ganó fuerza. Durante 2025, los canadienses realizaron 342 millones de visitas dentro de Canadá, un 2,5% por encima de los niveles de 2019, mientras que el gasto turístico interno alcanzó los C$81.300 millones, un aumento anual del 8,7%.

El flujo en sentido contrario fue más estable. Los residentes estadounidenses realizaron 22,8 millones de viajes a Canadá en 2025, apenas un 2,9% menos que en 2024. La diferencia entre ambos movimientos muestra que el impacto no ha sido uniforme: la disminución ha sido considerablemente mayor entre los viajeros canadienses que se dirigen a Estados Unidos.

Las conexiones aéreas también reflejaron este cambio. El tráfico de pasajeros entre Canadá y Estados Unidos cayó un 7,9% en 2025, hasta 29,4 millones de pasajeros. En comparación, el tráfico aéreo doméstico canadiense aumentó un 2,9%, mientras que el tráfico internacional entre Canadá y destinos distintos de Estados Unidos creció un 5,1%.

La evidencia no describe una ruptura de los viajes entre ambos países. Estados Unidos continúa siendo un mercado fundamental para Canadá y millones de personas siguen cruzando la frontera cada año.

Lo que muestran las cifras es más preciso: una relación turística históricamente dominante está experimentando una redistribución de los flujos de viajeros, mientras los canadienses consideran alternativas tanto dentro del país como en el extranjero.

En ese contexto, la petición contra Hoekstra adquiere una relevancia que va más allá del propio embajador. No determina el futuro de las relaciones bilaterales, pero representa un indicador visible del nivel de descontento público en Canadá.

Para la industria turística, los próximos meses serán especialmente importantes. Si los viajes hacia Estados Unidos recuperan sus niveles anteriores, la disminución registrada en 2025 podría quedar asociada a un periodo excepcional. Si la tendencia continúa, otros destinos podrían conservar parte de una demanda que durante décadas estuvo concentrada en el mercado estadounidense.

Por ahora, los datos permiten una conclusión más prudente: Canadá y Estados Unidos siguen estando profundamente conectados, pero ya no puede darse por sentado que los viajeros mantendrán exactamente los mismos patrones que en el pasado.
