Nicaragua Entra En Una Nueva Etapa De Incertidumbre Para Los Viajeros

La Reunión De Emergencia De La OEA Añade Presión Internacional Sobre Un Destino Que Ya Enfrenta Advertencias De Seguridad.

Nicaragua continúa abierta al turismo internacional, pero el contexto en el que se desarrolla la actividad turística está cambiando. El 19 de agosto de 2026, el Consejo Permanente de la Organización de los Estados Americanos (OEA) aprobó convocar una Reunión de Consulta de Ministros de Relaciones Exteriores para considerar la situación de Nicaragua. La resolución obtuvo 29 votos a favor, uno en contra, una abstención y dos ausencias, llevando nuevamente la situación política del país al centro de la agenda regional. (Organización de los Estados Americanos [OEA], 2026).

La convocatoria se produce en medio de un proceso de concentración de poder impulsado por el gobierno de Daniel Ortega y Rosario Murillo. Las autoridades nicaragüenses han promovido reformas constitucionales que modifican la estructura institucional del país y amplían el período presidencial de cinco a seis años, mientras la vicepresidencia adquiere nuevas atribuciones dentro del Ejecutivo. El escenario político ha generado críticas internacionales y nuevas preocupaciones sobre derechos civiles y libertades públicas. (Al Jazeera, 2026).

Para los viajeros, la importancia de estos acontecimientos está relacionada con las condiciones bajo las cuales se desarrolla una visita. Estados Unidos mantiene a Nicaragua en nivel 3: reconsiderar el viaje, una categoría que se encuentra por debajo del nivel máximo de advertencia, pero que indica que los ciudadanos deberían evaluar cuidadosamente los riesgos antes de desplazarse. Canadá, por su parte, recomienda ejercer un alto grado de precaución. (U.S. Department of State, 2026; Government of Canada, 2026).

Las advertencias estadounidenses identifican delincuencia, problemas de salud, detenciones injustificadas y aplicación arbitraria de las leyes entre los principales factores de riesgo. El Departamento de Estado también señala que las autoridades nicaragüenses pueden detener a personas consideradas críticas del gobierno y que los ciudadanos extranjeros no están necesariamente exentos de estas medidas. La situación de seguridad constituye otro elemento. Las recomendaciones oficiales mencionan delitos violentos, robos y agresiones, mientras que las condiciones de las carreteras, la iluminación y las restricciones de movilidad pueden añadir dificultades a los desplazamientos, especialmente durante determinadas horas. Para quienes realizan viajes independientes o recorren varias regiones del país, estos factores adquieren mayor relevancia al momento de organizar transporte y alojamiento. Nicaragua conserva una oferta turística considerable. Las playas del Pacífico, los volcanes, el lago de Nicaragua, las ciudades coloniales de Granada y León, los destinos de surf y sus áreas naturales continúan formando parte de la propuesta que atrae visitantes al país. La nueva situación política no elimina esos atractivos, pero introduce una variable adicional en la experiencia del viajero.

El turismo depende de condiciones que van más allá de la existencia de atractivos. Transporte, estabilidad, movilidad, acceso a información y relación con las autoridades forman parte de la infraestructura invisible que permite que un viaje funcione. Cuando alguno de estos elementos se vuelve menos predecible, la planificación puede requerir mayores precauciones, incluso cuando los principales lugares turísticos continúan operando.

La dimensión internacional también resulta significativa. Nicaragua completó su salida de la OEA en noviembre de 2023, después de haber denunciado la Carta de la organización en 2021. La nueva convocatoria representa, por tanto, un nuevo capítulo en una relación que ya había terminado formalmente, pero que continúa teniendo consecuencias políticas para el país y para la región. (Organización de los Estados Americanos, 2026).

La reunión solicitada por la OEA no establece una prohibición de viaje ni modifica las condiciones de entrada a Nicaragua. Tampoco significa que todos los visitantes estén expuestos al mismo nivel de riesgo. Su importancia está en la magnitud del respaldo obtenido para discutir la situación: 29 Estados miembros consideraron necesario llevar el tema a una reunión formal de cancilleres. (Organización de los Estados Americanos, 2026).

Para la industria turística, el efecto de esta situación puede manifestarse principalmente en la percepción del destino. Los viajeros internacionales suelen considerar no solamente los atractivos, precios y conexiones disponibles, sino también la estabilidad y previsibilidad del lugar que van a visitar. Una evolución negativa del escenario político podría aumentar las dudas entre determinados mercados emisores, mientras que una reducción de las tensiones podría limitar ese efecto.

La información disponible al 21 de agosto de 2026 muestra, por tanto, un destino que continúa funcionando turísticamente mientras enfrenta un entorno político y diplomático cada vez más observado desde el exterior. La convocatoria de la OEA no determina por sí sola el futuro del turismo nicaragüense, pero sí incorpora un nuevo indicador a la evaluación que viajeros, operadores y mercados internacionales hacen del país.

El comportamiento de Nicaragua durante las próximas semanas será especialmente relevante. La reunión de ministros de Relaciones Exteriores podría generar nuevas decisiones o declaraciones internacionales, mientras que cualquier cambio en las condiciones internas podría repercutir directamente sobre la percepción del destino. Para el sector turístico, la evolución de ese equilibrio entre atractivo, accesibilidad y estabilidad será uno de los principales factores a observar durante el segundo semestre de 2026.
