Venezuela Reorganizes Foreign Policy to Boost Trade and Attract New Investment

The New Ministry Combines Diplomacy and Trade to Drive Investment

Venezuela has taken a significant step in reshaping its international strategy with the appointment of veteran diplomat Félix Plasencia to lead the newly created Ministry of Foreign Affairs and Trade, a government body that merges diplomatic relations with international commerce under a single structure. The appointment, announced by acting President Delcy Rodríguez as part of a broader cabinet reshuffle, is intended to strengthen Venezuela's global engagement while positioning foreign policy as a tool to encourage investment, expand trade, and support long-term economic recovery.

The new ministry brings together diplomatic affairs, foreign trade promotion, and investment attraction—an institutional model used by several countries to better coordinate international economic strategies. Venezuelan officials say the integration is designed to accelerate commercial agreements, strengthen bilateral cooperation, and expand access for Venezuelan products and services in overseas markets.

Plasencia arrives with more than 30 years of diplomatic experience. Since joining Venezuela's foreign service in 1991, he has served as Vice Minister for Asia, the Middle East and Oceania, Minister of Tourism and Foreign Trade, Minister of Foreign Affairs between 2021 and 2022, and ambassador to China, Colombia, the United Kingdom, and, most recently, Venezuela's representative in Washington beginning in February 2026. His combination of diplomatic and commercial experience is viewed as central to the government's new economic strategy.

Economic conditions help explain the timing of the restructuring. Although Venezuela has made efforts to diversify its economy, oil still accounts for approximately 80% of the country's export revenue, making energy the dominant source of foreign exchange. Government officials hope stronger international commercial relations will encourage growth in sectors such as tourism, agriculture, logistics, mining, manufacturing, and professional services while reducing dependence on hydrocarbons.

The reorganization also comes during a period of renewed diplomatic engagement. Over recent months, Venezuela has expanded contacts with several governments while seeking broader economic cooperation. Analysts believe Plasencia's experience in international negotiations could help facilitate trade agreements, encourage foreign direct investment, and strengthen commercial partnerships with key regional and global markets.

For the business community, the creation of the new ministry could simplify international economic coordination. In several economies, combining diplomacy with trade promotion has helped streamline investment negotiations, organize business missions, improve export promotion, and provide companies with more direct institutional support when entering foreign markets.

Tourism is expected to become one of the sectors benefiting most from the government's strategy. Venezuela is home to some of South America's most significant natural attractions, including Canaima National Park, home to Angel Falls, the world's highest uninterrupted waterfall at 979 meters (3,212 feet). The country also features Los Roques National Park, comprising more than 300 islands, cays, and sandbanks, as well as the Andes Mountains around Mérida, the Orinoco Delta, and more than 2,800 kilometers (1,740 miles) of Caribbean coastline.

International air connectivity has also shown signs of recovery during 2026. Several airlines have restored routes to Venezuela, while additional commercial services continue to improve access for business travelers and tourists. Industry experts note that stronger diplomatic cooperation often supports new aviation agreements, destination marketing initiatives, tourism promotion campaigns, and expanded international travel opportunities.

Another major objective is increasing non-oil exports. Agricultural products, fisheries, manufactured goods, and service industries are expected to play a larger role in Venezuela's international trade strategy. Diplomatic missions and commercial offices abroad will be tasked with identifying investment opportunities, promoting Venezuelan businesses, and supporting exporters seeking access to new international markets.

Venezuela currently maintains diplomatic representation in more than 70 countries, a global network that is expected to assume a stronger role in commercial diplomacy under the new institutional framework. Government officials hope these diplomatic missions will become platforms for attracting investment, strengthening business partnerships, and expanding economic cooperation in sectors including energy, tourism, infrastructure, technology, and industrial development.

While the long-term success of the reform will depend on broader economic conditions and continued policy implementation, the creation of the Ministry of Foreign Affairs and Trade represents one of Venezuela's most significant institutional changes in 2026. By integrating diplomacy with economic development, the government aims to diversify exports, strengthen international cooperation, improve investor confidence, and create new opportunities for sustainable economic growth.
