Bolívia entrou em uma das transformações econômicas mais importantes de sua história moderna ao abandonar o regime de câmbio fixo que vinculava o boliviano ao dólar americano por quase quinze anos. A medida, anunciada no final de junho de 2026, representa mais do que um ajuste cambial: sinaliza uma mudança estrutural na forma como o país enfrentará a queda das receitas de exportação, a redução das reservas internacionais, a escassez de dólares e o menor ritmo de crescimento econômico. Para analistas da América Latina, a decisão marca o início de um novo ciclo macroeconômico de incertezas.

Durante mais de uma década e meia, a Bolívia manteve um dos regimes cambiais mais estáveis da América do Sul, com taxa oficial próxima de 6,96 bolivianos por dólar. Essa estabilidade ajudou a controlar a inflação, reduziu a volatilidade e incentivou o investimento ao diminuir o risco cambial. No entanto, sustentar a paridade dependia cada vez mais da capacidade do Banco Central de fornecer dólares ao mercado, algo que se tornou mais difícil com a queda das entradas de moeda estrangeira.

As origens do ajuste remontam a vários anos. O modelo econômico boliviano dependia fortemente das exportações de gás natural, que em determinado momento representaram uma parcela significativa das receitas em divisas. À medida que a produção caiu e as exportações para mercados como Brasil e Argentina diminuíram, a entrada de dólares enfraqueceu. Ao mesmo tempo, os gastos públicos permaneceram elevados e as importações continuaram crescendo, ampliando os desequilíbrios externos.

As reservas internacionais evidenciam a dimensão do problema. Segundo dados do Banco Central da Bolívia, elas superavam US$ 15 bilhões em 2014, mas caíram para menos de US$ 2 bilhões em 2025. Essa redução limitou a capacidade do país de defender o câmbio fixo e atender à demanda interna por dólares. O resultado foi a formação de filas em bancos, atrasos em pagamentos internacionais e o crescimento de um mercado paralelo de câmbio com cotação muito superior à oficial.

A escassez de dólares afetou diversos setores da economia. Importadores enfrentaram dificuldades para pagar fornecedores internacionais, a indústria sofreu atrasos na aquisição de matérias-primas e empresas dependentes de insumos importados viram seus custos aumentarem. Turismo, aviação, comércio e serviços também foram impactados, elevando a incerteza no setor privado.

A transição para um regime cambial mais flexível busca corrigir essas distorções ao permitir que a moeda reflita melhor as condições de mercado. As autoridades esperam melhorar a disponibilidade de divisas, reduzir a especulação e estimular as exportações. No entanto, o sucesso da medida dependerá de reformas macroeconômicas mais amplas e consistentes.

Economistas alertam que o processo não será simples. Uma desvalorização do boliviano pode encarecer produtos importados como combustíveis, máquinas, medicamentos, eletrônicos e alimentos. Após anos de inflação relativamente baixa, as famílias podem enfrentar perda de poder de compra, enquanto as empresas lidam com maior volatilidade cambial.

Por outro lado, uma moeda mais fraca pode aumentar a competitividade internacional do país. Setores como agricultura, mineração, manufatura e turismo podem se beneficiar de preços mais atrativos no mercado global, criando oportunidades de diversificação além dos hidrocarbonetos.

Investidores internacionais acompanharão de perto a evolução da política econômica. A flexibilização cambial, por si só, não resolve os problemas estruturais do país. A confiança de longo prazo dependerá de disciplina fiscal, segurança jurídica, diversificação das exportações e fortalecimento institucional.

A decisão também tem implicações regionais. Na América Latina, vários países ainda debatem a sustentabilidade de regimes de câmbio fixo diante de pressões externas. O caso boliviano mostra como desequilíbrios prolongados podem levar a ajustes significativos mesmo após longos períodos de estabilidade.

Em última instância, o resultado dependerá da capacidade do país de estabilizar sua economia e reconstruir suas reservas internacionais. Se bem-sucedida, a transição pode levar a um modelo mais resiliente e competitivo; caso contrário, pode se tornar um dos maiores desafios econômicos da década.
