Argentina lanza el primer pasaporte dorado de Sudamérica

La iniciativa busca atraer inversiones internacionales, impulsar la economía y aumentar la proyección global del país.

Argentina está a punto de convertirse en protagonista de una tendencia global que mueve miles de millones de dólares cada año. El país anunció la creación del primer programa de ciudadanía por inversión de América del Sur, conocido popularmente como “Pasaporte Dorado”, una iniciativa que busca atraer capital extranjero mediante inversiones estratégicas en sectores clave de la economía.

La medida marca un hito regional. Aunque existen programas similares en Europa, el Caribe y Medio Oriente, ningún país sudamericano había desarrollado hasta ahora un esquema formal de ciudadanía por inversión. La propuesta argentina busca posicionar al país en un mercado global altamente competitivo, donde inversionistas de alto patrimonio buscan nuevas oportunidades de negocios, movilidad internacional y diversificación de activos.

Uno de los aspectos que más atención ha generado es el posible monto de inversión requerido. Si bien el gobierno aún no ha publicado una cifra oficial, especialistas del sector estiman que el umbral podría ubicarse alrededor de los 500.000 dólares estadounidenses, destinados a proyectos productivos en áreas como turismo, tecnología, energía renovable, infraestructura y agroindustria.

Lo que diferencia a Argentina de muchos programas tradicionales es que la inversión no estaría enfocada principalmente en la compra de propiedades de lujo. El objetivo es canalizar capital hacia actividades que generen empleo, innovación y crecimiento económico sostenible. Entre los sectores más atractivos figura el turismo, una industria que recibió más de siete millones de visitantes internacionales antes de la pandemia y que continúa siendo uno de los grandes motores económicos del país.

El atractivo argentino va mucho más allá del programa migratorio. El país forma parte del llamado Triángulo del Litio, junto con Bolivia y Chile, una región que concentra cerca del 60 % de las reservas mundiales conocidas de este mineral estratégico para la fabricación de baterías eléctricas. En un contexto global marcado por la transición energética, este recurso ha convertido a Argentina en uno de los mercados más observados por inversionistas internacionales.

Otro dato impresionante se encuentra en el sector energético. La formación de Vaca Muerta alberga la segunda mayor reserva mundial de gas shale y la cuarta mayor reserva mundial de petróleo shale, lo que la convierte en uno de los activos energéticos más importantes del planeta. La zona cubre más de 30.000 kilómetros cuadrados, un territorio similar al tamaño de Bélgica, y ha atraído inversiones de compañías energéticas de todo el mundo.

Los beneficios potenciales para los solicitantes también son considerables. El pasaporte argentino ocupa una posición destacada en los índices internacionales de movilidad y permite el ingreso sin visa o con facilidades migratorias a 114 países y territorios, además de ofrecer libre circulación dentro del Mercosur. Para muchos inversionistas internacionales, esta ventaja puede resultar tan atractiva como la propia inversión.

Otra característica que ha despertado interés es que el programa podría incluir a familiares directos sin costos adicionales significativos, una ventaja poco común en la industria de ciudadanía por inversión, donde algunos países cobran decenas de miles de dólares adicionales por cada integrante de la familia.

La iniciativa también podría generar efectos positivos para el turismo. Experiencias internacionales muestran que muchos inversionistas terminan adquiriendo segundas residencias, visitando con frecuencia los países donde invierten y promoviendo esos destinos dentro de sus redes profesionales y familiares. Esto ha ocurrido en países como Portugal, Grecia y Malta, donde los programas de inversión contribuyeron indirectamente al crecimiento turístico y al mercado inmobiliario.

Argentina cuenta con ventajas evidentes para capitalizar esa tendencia. El país alberga algunos de los paisajes más espectaculares del mundo, desde los glaciares de la Patagonia hasta las cataratas del Parque Nacional Iguazú. También destacan los viñedos de Mendoza, las montañas andinas, las extensas llanuras pampeanas y la vibrante vida cultural de Buenos Aires.

Existen además curiosidades que ayudan a entender el atractivo del país. Argentina es el octavo territorio más grande del planeta, posee más de 5.000 kilómetros de costa atlántica, alberga el pico más alto de América —el Aconcagua, con 6.961 metros— y cuenta con algunas de las reservas de agua dulce más importantes de la región. Estas características convierten al país en un destino estratégico tanto para la inversión como para el turismo de largo plazo.

A pesar del entusiasmo, todavía quedan aspectos por definir. El gobierno ya creó el marco legal mediante decretos y estableció una agencia especializada para administrar el programa, pero aún no ha publicado los requisitos finales, los procedimientos operativos ni la lista definitiva de inversiones elegibles. Actualmente, el esquema se encuentra en fase de implementación.

Lo que sí parece claro es que Argentina busca enviar una señal contundente al mercado internacional: quiere competir por capital, innovación y talento global. Si el programa logra combinar transparencia, seguridad jurídica y oportunidades económicas reales, podría convertirse en uno de los proyectos migratorios más innovadores y observados del hemisferio occidental.

Más allá de los detalles pendientes, el anuncio ya representa un momento histórico. Por primera vez, Sudamérica tendrá un programa de ciudadanía por inversión diseñado para atraer grandes capitales internacionales. Y Argentina espera que esa apuesta contribuya no solo a fortalecer su economía, sino también a consolidar su posición como uno de los destinos más atractivos para vivir, invertir y visitar en el continente.
