Mexico and Cuba: Oil Returns to the Center of a Historic Relationship at a Pivotal Moment

For much of the last century, oil has been one of Latin America’s most influential resources. It has fueled economies, strengthened diplomatic alliances, and reshaped the political balance of entire regions. Today, that story is once again unfolding in the Caribbean. The possibility that Mexico could resume fuel shipments to Cuba comes at a critical moment for the island, which is facing one of the most severe energy crises in its recent history and is searching for new sources of supply to keep its economy running.

The announcement has attracted attention because it goes far beyond a simple commercial transaction. It highlights the continuing importance of energy in regional politics and serves as a reminder that even in an era dominated by artificial intelligence and renewable energy, oil remains a decisive factor in the lives of millions of people.

The scale of Cuba’s challenge is significant. With a population of nearly 11 million, the island consumes between 120,000 and 140,000 barrels of oil per day but produces less than half of that amount. The remainder must be imported to power electric plants, transportation systems, industries, hospitals, and essential services. When those supplies decline, the impact is felt quickly across the entire economy.

For decades, Venezuela served as Cuba’s primary energy supplier. During the height of bilateral cooperation, shipments exceeded 100,000 barrels per day, making energy one of the cornerstones of the relationship between the two countries. However, Venezuela’s economic difficulties, declining oil production, and international sanctions significantly reduced those flows, leaving Cuba increasingly vulnerable to supply disruptions.

The consequences have been highly visible. At various points in recent years, more than 50 percent of Cuba’s territory experienced simultaneous power outages due to generation and fuel supply problems. Blackouts have become one of the population’s greatest concerns, affecting everything from food preservation to the operation of small businesses and public services.

What makes the situation particularly complex is that much of Cuba’s energy infrastructure was built decades ago. Some of the island’s main thermoelectric power plants have been operating for more than 40 years and require constant investment to remain functional. Experts point out that the problem is not only a shortage of fuel but also the need to modernize an aging electrical grid under increasing strain.

Against this backdrop, Mexico has gained unexpected strategic importance. Although the two countries have historically maintained stable diplomatic relations, Mexico’s energy role has expanded in recent years. To understand the difference in scale, it is worth noting that Mexico produces approximately 1.6 million barrels of oil per day. From that perspective, shipments to Cuba represent only a small portion of its overall production capacity. For Cuba, however, they can make a meaningful difference in maintaining energy stability.

Geography also plays an important role. At its closest point, the distance between Mexico’s Yucatán Peninsula and Cuba is only about 210 kilometers (130 miles). This proximity has historically made the two countries natural partners in the Caribbean, facilitating commercial, cultural, and maritime exchanges long before modern energy routes existed.

The connection between oil and diplomacy has deep roots throughout Latin America. During the 1970s, Mexico used its growing oil production to strengthen its regional influence. Decades later, Venezuela launched initiatives such as Petrocaribe, through which several Caribbean nations received fuel under preferential terms. For many analysts, the current energy discussions surrounding Cuba represent a new chapter in this long tradition of cooperation built around strategic resources.

There are also lesser-known facts that help explain the importance of energy to the island. The Cienfuegos refinery, one of Cuba’s most significant industrial facilities, was modernized through regional energy agreements and became a symbol of Caribbean economic integration. Imported fuel does not only power electric plants; it also supports transportation systems, agricultural machinery, and tourism-related sectors, one of the country’s most important sources of revenue.

The issue is especially important for tourism. Cuba welcomes millions of visitors each year who are drawn to its historic cities, beaches, and cultural heritage. Yet energy stability is essential to keeping hotels, airports, restaurants, and tourism services operating smoothly. In a country where tourism remains a critical source of foreign exchange, fuel availability has implications that extend far beyond electricity generation.

Ironically, this debate is taking place at a time when much of the world is accelerating its transition toward renewable energy. While many nations are investing heavily in solar power, wind energy, and green hydrogen, much of the Caribbean remains dependent on imported fossil fuels. That dependence makes the region one of the most vulnerable in the world to supply disruptions and fluctuations in global energy prices.

The possible resumption of Mexican fuel shipments will not solve Cuba’s structural challenges on its own. However, it could provide important short-term relief while the island searches for long-term solutions to modernize its energy system and diversify its supply sources.

Beyond the immediate circumstances, the story demonstrates that oil remains far more than a commodity. It continues to be a tool of influence, a key component of regional diplomacy, and a resource capable of affecting the daily lives of millions of people. In the Caribbean of 2026, energy is once again reminding the world that some of the region’s most important stories are still written around a barrel of oil.
