México e Cuba: o petróleo volta ao centro de uma relação histórica em um momento decisivo

A crise energética da ilha reabre um antigo capítulo de cooperação regional.

Durante grande parte do último século, o petróleo foi um dos recursos mais influentes da América Latina. Ele impulsionou economias, fortaleceu alianças diplomáticas e redefiniu o equilíbrio político de regiões inteiras. Hoje, essa história volta a ganhar importância no Caribe. A possibilidade de o México retomar os envios de combustível para Cuba surge em um momento crítico para a ilha, que enfrenta uma das crises energéticas mais severas de sua história recente e busca novas fontes de abastecimento para manter sua economia funcionando.

O anúncio chamou atenção porque vai muito além de uma simples operação comercial. Ele revela a importância que a energia continua tendo na política regional e lembra que, mesmo em uma época marcada pela inteligência artificial e pelo avanço das energias renováveis, o petróleo ainda é um fator decisivo na vida de milhões de pessoas.

A dimensão do desafio cubano é significativa. Com uma população próxima de 11 milhões de habitantes, a ilha consome entre 120 mil e 140 mil barris de petróleo por dia, mas produz menos da metade dessa quantidade. O restante precisa ser importado para abastecer usinas elétricas, sistemas de transporte, indústrias, hospitais e serviços essenciais. Quando esses fornecimentos diminuem, os impactos são sentidos rapidamente em toda a economia.

Durante décadas, a Venezuela foi o principal fornecedor de energia de Cuba. Nos períodos de maior cooperação bilateral, os envios chegaram a superar 100 mil barris diários, tornando a energia um dos pilares da relação entre os dois países. No entanto, as dificuldades econômicas venezuelanas, a queda da produção petrolífera e as sanções internacionais reduziram significativamente esses fluxos, deixando Cuba cada vez mais vulnerável às interrupções de abastecimento.

As consequências são visíveis. Em diferentes momentos dos últimos anos, mais de 50% do território cubano chegou a enfrentar cortes simultâneos de eletricidade devido a problemas de geração e falta de combustível. Os apagões se tornaram uma das maiores preocupações da população, afetando desde a conservação de alimentos até o funcionamento de pequenos negócios e serviços públicos.

O que torna a situação ainda mais complexa é que grande parte da infraestrutura energética cubana foi construída há várias décadas. Algumas das principais usinas termoelétricas da ilha têm mais de 40 anos de operação e exigem investimentos constantes para continuar funcionando. Especialistas destacam que o problema não está apenas na falta de combustível, mas também na necessidade de modernizar uma rede elétrica envelhecida e submetida a uma pressão crescente.

Nesse cenário, o México adquiriu uma importância estratégica inesperada. Embora os dois países mantenham historicamente relações diplomáticas estáveis, o papel energético mexicano ganhou relevância nos últimos anos. Para entender a diferença de escala, basta observar que o México produz aproximadamente 1,6 milhão de barris de petróleo por dia. Nesse contexto, os envios para Cuba representam uma pequena parcela de sua capacidade produtiva. Para a ilha, porém, podem representar uma diferença significativa na estabilidade do sistema energético.

A geografia também desempenha um papel importante. No ponto mais próximo, a distância entre a Península de Yucatán, no México, e Cuba é de aproximadamente 210 quilômetros. Essa proximidade transformou historicamente os dois países em parceiros naturais no Caribe, facilitando intercâmbios comerciais, culturais e marítimos muito antes das atuais rotas energéticas.

A relação entre petróleo e diplomacia possui raízes profundas na América Latina. Durante a década de 1970, o México utilizou sua crescente produção petrolífera para ampliar sua influência regional. Décadas depois, a Venezuela lançou iniciativas como a Petrocaribe, por meio das quais diversos países caribenhos receberam combustíveis em condições preferenciais. Para muitos analistas, os atuais movimentos energéticos envolvendo Cuba representam um novo capítulo dessa longa tradição de cooperação baseada em recursos estratégicos.

Existem também fatos menos conhecidos que ajudam a compreender a importância da energia para a ilha. A refinaria de Cienfuegos, uma das instalações industriais mais importantes de Cuba, foi modernizada através de acordos energéticos regionais e tornou-se um símbolo da integração econômica caribenha. O combustível importado não serve apenas para gerar eletricidade; ele também mantém funcionando sistemas de transporte, máquinas agrícolas e setores ligados ao turismo, uma das principais fontes de receita do país.

A questão é especialmente relevante para o turismo. Cuba recebe milhões de visitantes todos os anos atraídos por suas cidades históricas, praias e patrimônio cultural. Porém, a estabilidade energética é fundamental para garantir o funcionamento de hotéis, aeroportos, restaurantes e serviços turísticos. Em um país onde o turismo representa uma fonte essencial de entrada de divisas, a disponibilidade de combustível tem consequências que vão muito além da geração elétrica.

Curiosamente, esse debate ocorre justamente em um momento em que o mundo acelera sua transição para fontes renováveis de energia. Enquanto muitos países investem em energia solar, eólica e hidrogênio verde, grande parte do Caribe continua dependente de combustíveis fósseis importados. Essa dependência torna a região uma das mais vulneráveis do mundo diante de interrupções de fornecimento e oscilações nos preços internacionais de energia.

A possível retomada dos envios mexicanos de combustível não resolverá sozinha os desafios estruturais de Cuba. No entanto, poderá oferecer um alívio importante enquanto a ilha busca soluções de longo prazo para modernizar seu sistema energético e diversificar suas fontes de abastecimento.

Além da situação imediata, essa história demonstra que o petróleo continua sendo muito mais do que uma mercadoria. Ele permanece como uma ferramenta de influência, um elemento central da diplomacia regional e um recurso capaz de afetar diretamente a vida cotidiana de milhões de pessoas. No Caribe de 2026, a energia volta a mostrar que algumas das histórias mais importantes da região ainda são escritas ao redor de um barril de petróleo.
