Promotores federais em Miami estariam preparando um histórico processo criminal contra o ex-presidente cubano Raúl Castro, acusando-o de responsabilidade pela derrubada de duas aeronaves civis da organização Brothers to the Rescue em 1996. O incidente matou quatro pessoas e tornou-se um dos confrontos mais explosivos entre Washington e Havana após a Guerra Fria. (El País)

No centro do caso está Jason Reding Quiñones, procurador federal do Distrito Sul da Flórida e um dos primeiros promotores nomeados durante o segundo mandato presidencial de Donald Trump. O procurador sediado em Miami, filho de exilados cubanos e fortemente ligado a círculos políticos conservadores cubano-americanos na Flórida, rapidamente se tornou uma figura-chave da renovada política de linha dura da administração Trump contra governos de esquerda na América Latina. Segundo diversos relatórios, o caso concentra-se na destruição ocorrida em 24 de fevereiro de 1996 de duas pequenas aeronaves operadas pela organização Brothers to the Rescue, um grupo humanitário e anticastrista sediado em Miami que realizava missões de resgate de balseiros cubanos no estreito da Flórida. Caças MiG cubanos derrubaram os aviões, matando os quatro homens a bordo. Investigações internacionais concluíram posteriormente que as aeronaves foram destruídas sobre águas internacionais, embora o governo cubano tenha alegado que seu espaço aéreo havia sido violado. Na época do incidente, Raúl Castro ocupava o cargo de ministro da Defesa de Cuba e era considerado o principal arquiteto do aparato militar da ilha. Relatórios divulgados pela mídia americana afirmam que os promotores poderão argumentar que Castro autorizou diretamente ou facilitou a operação que resultou no ataque. (El País)

A possível acusação representaria uma escalada extraordinária nas tensões entre Estados Unidos e Cuba. Embora vários oficiais militares cubanos já tenham sido acusados anteriormente pelo incidente, Washington historicamente evitou processar diretamente Raúl Castro devido às enormes implicações diplomáticas que tal medida poderia causar. Nas últimas semanas, o secretário de Estado Marco Rubio pediu publicamente importantes reformas políticas e econômicas em Cuba, incluindo eleições livres e redução do controle militar sobre a economia da ilha. O incidente envolvendo Brothers to the Rescue continua profundamente traumático dentro das comunidades do exílio, onde as vítimas são vistas como símbolos de resistência contra o governo cubano.
