Nesse contexto, a Colômbia representa um caso paradigmático. O país tem promovido políticas voltadas à transição energética, incluindo expansão de energias renováveis, redução de emissões e diversificação econômica. No entanto, sua economia ainda depende fortemente das exportações de petróleo e carvão, criando uma tensão estrutural entre ambições climáticas e realidades fiscais. Essa dualidade reflete um dilema comum na América Latina e em outras regiões em desenvolvimento: como descarbonizar sem comprometer fontes essenciais de receita.

Um dos pontos centrais do debate foi a responsabilidade diferenciada entre países desenvolvidos e em desenvolvimento. Representantes de economias emergentes enfatizaram que as nações historicamente mais emissoras devem assumir um papel mais ativo, não apenas por meio de compromissos políticos, mas com mecanismos financeiros concretos. Isso inclui financiamento concessional, transferência de tecnologia e instrumentos que reduzam o risco de investimento em mercados emergentes. Outro ponto relevante foi a necessidade de vincular a transição energética aos objetivos de desenvolvimento social. Em países como a Colômbia, a transição deve ir além da redução de emissões, incluindo geração de empregos, redução de desigualdades e acesso equitativo à energia. Sem uma estratégia abrangente, há o risco de que a transição reproduza ou até aprofunde desigualdades existentes.

Também foi destacada a dimensão territorial. Regiões dependentes da mineração e dos hidrocarbonetos enfrentam desafios significativos de reconversão econômica e laboral. Nesse contexto, a transição exige políticas de “transição justa” que protejam comunidades afetadas e facilitem sua integração em novos modelos produtivos.

A conferência também evidenciou uma desconexão persistente entre compromissos climáticos globais e sua implementação efetiva. Embora acordos internacionais tenham estabelecido metas ambiciosas, a falta de mecanismos financeiros claros e sustentáveis limita sua execução. Essa lacuna entre ambição e ação representa um dos maiores riscos para o cumprimento dos objetivos climáticos nas próximas décadas.

Nesse cenário, a Colômbia surge não apenas como anfitriã, mas como reflexo dos desafios globais. Sua experiência ilustra a complexidade de avançar rumo a um modelo energético mais sustentável em economias de renda média dependentes de recursos fósseis. O debate realizado no país evidencia uma realidade central: a transição energética global não será possível sem uma profunda transformação do sistema financeiro internacional.

Mais do que resultados imediatos, a conferência deixa uma conclusão clara: o futuro da ação climática dependerá, em grande medida, da capacidade de mobilizar recursos em escala global.
