Colombia Exposes the Major Financial Gap in the Global Energy Transition

Insufficient Funding Slows the Shift Away from Fossil Fuels

Colombia has emerged as a key stage in the international climate debate by hosting a conference that has highlighted one of the main obstacles to moving away from fossil fuels: a persistent and deep financing gap. Despite growing global consensus on the urgency of reducing emissions and accelerating the energy transition, political leaders, multilateral organizations, and experts agreed that current resources fall far short of what is needed to meet international climate targets.

The meeting made clear that the energy transition is not only an environmental or technological challenge, but fundamentally an economic and structural one. Shifting energy systems requires transforming entire production models, investing in renewable infrastructure, modernizing power grids, and developing industrial capacity—processes that demand sustained long-term investment. According to international estimates, developing countries must mobilize trillions of dollars in the coming decades to meet their climate commitments, a goal that remains distant given limited access to affordable financing.

In this context, Colombia represents a paradigmatic case. The country has promoted policies aimed at energy transition, including renewable expansion, emissions reduction, and economic diversification. However, its economy still depends heavily on oil and coal exports, creating a structural tension between climate ambitions and fiscal realities. This duality reflects a broader dilemma across Latin America and other developing regions: how to decarbonize without undermining key sources of national revenue.

A central issue in the debate was the differentiated responsibility between developed and developing nations. Representatives from emerging economies stressed that historically high-emitting countries must take a more active role—not only through political commitments, but through concrete financial mechanisms. These include concessional financing, technology transfer, and tools to reduce investment risk in emerging markets. Without such measures, the transition risks advancing unevenly, widening rather than narrowing global disparities.

Recent data from institutions such as the World Bank and the International Energy Agency indicate that investment in clean energy in developing countries remains significantly below required levels. While advanced economies capture the majority of global climate investment, regions such as Latin America, Africa, and parts of Asia struggle to attract capital due to economic volatility, regulatory uncertainty, and high financing costs.

The role of the private sector was also widely discussed. Although interest in sustainable finance and instruments such as green bonds is growing, experts noted that capital flows remain insufficient and highly selective. Investors tend to favor lower-risk markets, leaving many developing countries at a disadvantage. Strengthening regulatory frameworks, ensuring legal certainty, and developing risk mitigation mechanisms were highlighted as essential steps to unlock greater investment in green projects.

Another key issue raised during the conference was the need to link energy transition with social development goals. In countries like Colombia, transition efforts must go beyond emissions reduction to include job creation, inequality reduction, and equitable access to energy. Without a comprehensive strategy, there is a risk that the transition could reproduce or even deepen existing inequalities.

The territorial dimension was also emphasized. Regions dependent on mining and hydrocarbons face significant challenges in terms of economic and labor reconversion. In this sense, the transition requires “just transition” policies that protect affected communities and facilitate their integration into new productive systems.

The conference also exposed a persistent disconnect between global climate commitments and their effective implementation. While international agreements have set ambitious targets, the lack of clear and sustainable financing mechanisms limits their execution. This gap between ambition and action represents one of the greatest risks to achieving climate goals in the coming decades.

In this context, Colombia emerges not only as a host but as a reflection of global challenges. Its experience illustrates the complexity of advancing toward a more sustainable energy model in middle-income economies dependent on fossil resources. The debate held in the country underscores a critical reality: the global energy transition will not be possible without a profound transformation of the international financial system.

Beyond immediate outcomes, the conference leaves a clear conclusion: the future of climate action will largely depend on the ability to mobilize resources at a global scale. Without sufficient, accessible, and equitable financing, the energy transition risks becoming an unfulfilled promise, particularly for the countries that need support the most.
