Cuba endurece controles aduaneiros com novo decreto-lei

Maior supervisão sobre viajantes e bagagens na ilha

Com a entrada em vigor de um novo decreto-lei aduaneiro, Cuba dá um passo significativo para fortalecer seus mecanismos de controle fronteiriço, afetando diretamente viajantes, residentes e a dinâmica do comércio informal na ilha. A norma introduz níveis mais elevados de fiscalização sobre bagagens e mercadorias, em um contexto econômico marcado por escassez, inflação e crescente dependência de importações individuais.

Segundo as autoridades, o decreto responde à necessidade de organizar o fluxo de bens que entram no país e combater práticas consideradas irregulares, como o uso recorrente de viajantes para importar produtos com fins comerciais. Durante anos, esse sistema funcionou como um canal alternativo de abastecimento diante das limitações do mercado interno, dando origem a uma economia paralela que hoje é difícil de regular.

Entre as mudanças mais relevantes estão o reforço na inspeção de bagagens, a atualização dos limites e categorias de importação e um maior controle sobre a frequência com que uma pessoa pode trazer determinados bens. Essas medidas buscam diferenciar com mais clareza o uso pessoal da atividade comercial, um limite que historicamente tem sido difuso na prática.

O impacto da norma pode ser sentido rapidamente. Ele reflete uma tentativa de retomar o controle institucional sobre circuitos que cresceram à margem das estruturas oficiais, ao mesmo tempo em que levanta dúvidas sobre sua eficácia em um contexto em que a demanda supera amplamente a oferta disponível.
