Nesse contexto, Delcy Rodríguez tem defendido uma Venezuela livre de sanções, tratando-as não como uma variável da crise, mas como o principal obstáculo à recuperação nacional. Sua declaração surge em um momento em que as relações entre Estados Unidos e Venezuela mostram sinais de reconfiguração cautelosa.

Nos últimos meses, observou-se uma flexibilização controlada das restrições, especialmente no setor energético, permitindo operações petrolíferas e transações financeiras limitadas. No entanto, de Caracas, a posição permanece firme: alívio parcial não significa estabilidade estrutural. Sem a remoção total das sanções, argumenta o governo, não existem condições reais para atrair investimentos sustentáveis, planejar a economia ou avançar rumo à normalização institucional.

Esse momento reflete uma transformação mais ampla na forma como o poder opera globalmente. As sanções funcionam como ferramentas de controle indireto, capazes de influenciar sem intervenção direta. Para Washington, continuam sendo mecanismos para moldar comportamentos políticos e preservar influência em uma região estratégica. Para Caracas, representam uma restrição externa que distorce a capacidade interna e limita a soberania. Entre essas posições, surge um espaço de negociação marcado por tensão permanente.

A dinâmica interna da Venezuela adiciona mais complexidade. Após anos de contração econômica, o país experimenta uma estabilização frágil impulsionada pela dolarização informal e aberturas seletivas de mercado. No entanto, essa recuperação é desigual e altamente dependente de fatores externos. O acesso limitado a mercados internacionais, as restrições financeiras e a incerteza sobre as sanções continuam definindo os limites da atividade econômica.

Nesse cenário, a posição de Rodríguez opera em múltiplos níveis. É uma mensagem diplomática que busca redefinir os termos da relação internacional, mas também um sinal interno que reforça uma narrativa de resistência e soberania. Ao colocar as sanções como causa central, o governo reafirma sua interpretação da crise enquanto administra expectativas sob pressão econômica contínua.

Ao mesmo tempo, a evolução da relação com os Estados Unidos introduz uma ambiguidade estratégica. A fase atual não representa uma normalização completa, mas sim um ajuste calibrado onde a cooperação é explorada sem abandonar a pressão. Isso cria um cenário em que cada concessão é parcial, reversível e politicamente calculada.

O caso venezuelano ilustra uma característica central das relações internacionais contemporâneas: a ausência de rupturas definitivas. Em vez de transições claras entre conflito e cooperação, os países operam em estados intermediários prolongados. Nessas condições, a política se torna uma negociação constante.

O chamado por uma Venezuela sem sanções deve ser entendido, portanto, não apenas como uma demanda, mas como um posicionamento dentro desse quadro em transformação. Define um objetivo enquanto reconhece limitações presentes. Expressa intenção sem garantir transformação imediata.

Em última instância, a questão ultrapassa a própria Venezuela. Pergunta se é possível reconstruir um país sob integração parcial ao sistema global ou se a recuperação exige uma normalização mais profunda que nenhuma das partes parece disposta a conceder totalmente.

Por ora, a Venezuela vive nessa incerteza: não totalmente isolada, nem plenamente reintegrada, mas navegando em um espaço onde poder, narrativa e negociação se cruzam.
