O governo de Daniel Noboa no Equador declarou o embaixador cubano Basilio Antonio Gutiérrez “persona non grata”, ordenando que ele e sua missão diplomática deixem o país em 48 horas. A medida, baseada no Artigo 9 da Convenção de Viena sobre Relações Diplomáticas, não especifica publicamente os motivos, embora analistas a interpretem como um gesto político significativo diante das mudanças na política externa equatoriana e do alinhamento com os Estados Unidos.
