CEPAL propõe uma redefinição estratégica do comércio na América Latina

Organismo da ONU defende diversificação de mercados e fortalecimento do desenvolvimento produtivo regional

A Comissão Econômica para a América Latina e o Caribe (CEPAL) lançou, em 9 de fevereiro de 2026, um chamado enfático para que os países da região repensem profundamente suas estratégias comerciais, diante de um cenário global marcado pela desaceleração econômica, tensões geopolíticas persistentes e transformações estruturais nas cadeias internacionais de suprimento. A proposta foi apresentada durante um fórum econômico regional que reuniu autoridades governamentais, economistas e representantes do setor produtivo, com o objetivo de traçar um caminho rumo a um crescimento mais resiliente e sustentável.

O organismo alertou que, apesar de alguns sinais de recuperação após anos de volatilidade, a América Latina continua presa a um padrão de baixo crescimento, fortemente dependente da exportação de commodities e com baixo valor agregado. Segundo a CEPAL, essa estrutura limita a capacidade dos países de absorver choques externos e reduz sua margem de ação diante de mudanças abruptas na demanda global, políticas tarifárias e conflitos geoeconômicos entre grandes potências.

Em seu discurso principal, o secretário-executivo da CEPAL, José Manuel Salazar-Xirinachs, destacou que a diversificação produtiva e comercial deixou de ser uma opção e passou a ser uma necessidade estratégica. Ele ressaltou que a região deve ampliar sua presença nos mercados asiáticos e europeus, ao mesmo tempo em que fortalece o comércio intrarregional, historicamente baixo quando comparado a outras regiões do mundo. Atualmente, o intercâmbio entre países latino-americanos representa apenas uma pequena parcela do comércio total da região, revelando oportunidades perdidas de encadeamentos produtivos e ganhos de escala.

A CEPAL também enfatizou a urgência de impulsionar setores de maior valor agregado, como serviços baseados em conhecimento, indústria tecnológica, manufatura avançada, energias renováveis e tecnologias voltadas à saúde e à transição verde. De acordo com o organismo, esses setores não apenas permitem uma inserção mais competitiva nos mercados globais, como também geram empregos de melhor qualidade e promovem maior sofisticação produtiva.

Do ponto de vista macroeconômico, o cenário permanece desafiador. As projeções indicam que o crescimento regional em 2026 deve ficar em torno de 2%, um nível insuficiente para reduzir desigualdades estruturais, fechar lacunas sociais e responder às crescentes demandas da população. A CEPAL atribui esse desempenho a fatores como baixos níveis de investimento, crescimento limitado da produtividade, informalidade laboral e restrições fiscais que dificultam a adoção de políticas contracíclicas eficazes.

Outro ponto central abordado foi o impacto das políticas comerciais restritivas adotadas por algumas economias desenvolvidas. Embora essas medidas tenham incentivado certos países latino-americanos a buscar novos parceiros e destinos de exportação, também introduziram altos níveis de incerteza, afetando o investimento estrangeiro direto e o planejamento empresarial de longo prazo. Nesse contexto, a CEPAL reforçou a necessidade de regras claras, cooperação regional e estratégias coordenadas para reduzir riscos e aumentar a previsibilidade econômica.

Especialistas consultados concordam que a proposta do organismo representa um possível ponto de inflexão no debate sobre o desenvolvimento da América Latina. No entanto, alertam que sua implementação exigirá amplos consensos políticos, fortalecimento institucional e uma visão de longo prazo que vá além dos ciclos eleitorais. Sem esses elementos, as recomendações correm o risco de permanecer apenas no plano discursivo.

Em síntese, o chamado da CEPAL busca abrir uma reflexão estratégica sobre o papel que a América Latina deseja ocupar na economia global do século XXI, apostando em um modelo menos vulnerável, mais diversificado e com maior capacidade de gerar bem-estar econômico e social de forma sustentável.
