ECLAC Calls for a Strategic Redefinition of Trade Policy in Latin America

UN Body Urges Market Diversification and Stronger Regional Productive Development

The Economic Commission for Latin America and the Caribbean (ECLAC) issued a strong call on February 9, 2026, urging countries across the region to deeply rethink their trade strategies amid a global environment marked by economic slowdown, persistent geopolitical tensions, and structural transformations in international supply chains. The proposal was presented during a regional economic forum that brought together government officials, economists, and private-sector representatives to outline a roadmap toward more resilient and sustainable growth.

The organization warned that, despite some signs of recovery after years of volatility, Latin America remains trapped in a pattern of low growth, heavily dependent on commodity exports and limited value-added production. According to ECLAC, this structure restricts countries’ ability to absorb external shocks and reduces their room for maneuver in the face of abrupt changes in global demand, tariff policies, and geoeconomic conflicts among major powers.

In his keynote address, ECLAC Executive Secretary José Manuel Salazar-Xirinachs stressed that productive and trade diversification is no longer an option but a strategic necessity. He emphasized that the region must expand its presence in Asian and European markets while also strengthening intraregional trade, which remains historically low compared to other regions. Currently, trade among Latin American countries accounts for only a small share of total regional commerce, revealing missed opportunities for productive linkages and economies of scale.

ECLAC also highlighted the urgency of boosting higher value-added sectors, including knowledge-based services, technology industries, advanced manufacturing, renewable energy, and health-related technologies tied to the green transition. According to the organization, these sectors not only enable more competitive integration into global markets but also generate higher-quality employment and foster greater productive sophistication.

From a macroeconomic perspective, the outlook remains challenging. Regional growth projections for 2026 hover around 2%, a level insufficient to reduce structural inequalities, close social gaps, or meet growing public demands. ECLAC attributes this performance to low investment levels, weak productivity growth, labor informality, and limited fiscal capacity across many countries to implement effective countercyclical policies.

Another key issue addressed was the impact of restrictive trade policies adopted by some developed economies. While these measures have encouraged certain Latin American countries to seek new partners and export destinations, they have also introduced high levels of uncertainty, affecting foreign direct investment and long-term business planning. In this context, ECLAC emphasized the need for clear rules, regional cooperation, and coordinated strategies to reduce risks and enhance economic predictability.

Experts consulted agree that the organization’s proposal represents a potential turning point in the debate on Latin America’s development. However, they caution that successful implementation will require broad political consensus, stronger institutions, and a long-term vision that transcends electoral cycles. Without these elements, the recommendations risk remaining purely rhetorical.

Ultimately, ECLAC’s call seeks to open a strategic conversation about the role Latin America aims to play in the 21st-century global economy, advocating for a model that is less vulnerable, more diversified, and better equipped to generate sustained economic and social well-being.
