Shops Closed in Havana Until the Arrival of the US Dollar

The Advance of Dollarization is Reshaping Commerce in Cuba

In the heart of Havana, a simple handwritten sign has caught the attention of residents and tourists alike for its blunt message: “Closed. To be reopened soon in USD.” Taped to the glass doors of several shops inside the iconic Habana Libre Hotel, the notice encapsulates the latest stage of an economic transformation advancing rapidly across the island.

The scene, devoid of logos or official explanations, contrasts sharply with daily life in El Vedado, where traffic moves slowly past peeling facades while merchants and customers attempt to adjust to a new reality: the dollarization of certain commercial spaces. Retail corridors that once symbolized activity and exclusivity now remain closed, awaiting a reopening tied to the US dollar.

The apparent abandonment of these premises is not merely a sign of decay, but rather the prelude to a reorientation of commerce toward sales conducted exclusively in foreign currency. Within this framework, the Cuban economy is undergoing visible changes, ranging from the arrival of new products to investments in infrastructure and services, all dependent on access to dollars.

The introduction of the US currency not only alters what is sold and how transactions are conducted, but also affects the quality of commercial spaces themselves. Where dim lighting, broken air conditioners, and worn uniforms once prevailed, plans now point to new lighting systems, efficient equipment, and freshly issued staff attire. Expectations are that once operations resume at the Habana Libre Hotel, long-standing issues such as leaks, odors, and structural neglect will finally be addressed.

Cubans observe these developments with mixed reactions. For some, the presence of the dollar means access to higher-quality goods, greater variety, and a level of service that had long disappeared from store shelves. For others, it represents an economic divide that excludes those who rely solely on the Cuban peso, a currency whose purchasing power has steadily eroded.

In practice, dollarization has created market segments where access is measured by the possession of foreign currency, primarily the US dollar, locally known as fula. This dynamic reinforces an economic duality: while some can purchase imported goods and novelty items, others face growing restrictions on their consumption options within their own country.

The closure of shops at the Habana Libre reflects a broader trend extending across multiple regions of the country. In recent months, numerous stores have announced temporary shutdowns with similar notices, all linked to the transition toward USD-based sales. Inventory reallocation, service upgrades, and the implementation of foreign-currency payment systems have become central elements of this shift.

Although no official announcement has yet clarified the Cuban government’s comprehensive strategy regarding dollarization, the practical effects are already evident in urban life. In Havana’s streets and markets, the fulbito—the colloquial term for the US dollar bill—has assumed a decisive role, shaping new patterns of commerce and consumption.

This transformation not only impacts the formal economy but also reshapes expectations for those dependent on basic goods and services. As dollarization advances, it raises pressing questions about inclusion, equity, and access within an economy struggling to reorganize under the pressure of foreign currency dependence and the need to revive stagnant productive sectors.
