Mexico Transfers Key AICM Flight Slots to U.S. Airlines Amid Intensifying Aviation Dispute

Sheinbaum Defends the Move as a Competitive Agreement to Ease U.S. Pressure

In a move that has sparked diplomatic and business concerns, Mexico has agreed to hand over several takeoff and landing slots at the Benito Juárez International Airport (AICM) to U.S. airlines. President Claudia Sheinbaum confirmed the decision during her morning press conference, stating that the redistribution was consensual among Mexican carriers in order to “improve competitiveness.” The shift comes at a delicate moment: in October, the U.S. Department of Transportation canceled 13 Mexican routes and blocked flights operated by Aeroméxico, Volaris, and Viva Aerobus between Mexico and the United States, accusing Mexico of violating a bilateral aviation agreement. Sheinbaum defended the measure, arguing that the slot redistribution will allow U.S. airlines to operate at AICM without restricting Mexican carriers. She added that Mexico is moving toward implementing a new digital slot-allocation system, expected to be ready next year, which will include both domestic and international airlines. The president also emphasized the need to develop an integrated airport system between AICM and the Felipe Ángeles Airport (AIFA), allowing both to operate in coordination rather than in competition. Washington, however, has taken a tougher tone. U.S. authorities claim Mexico has manipulated slots to benefit its domestic airlines, reducing availability for American carriers and relocating cargo operations to AIFA without proper negotiation. Mexico’s Secretariat of Infrastructure, Communications and Transportation (SICT) has justified the decision on technical grounds and the need to avoid operational saturation at AICM. For Mexico, the strategy is twofold: reduce diplomatic tension with the United States while attempting to protect its own aviation sovereignty. Analysts warn, however, that handing over these high-value slots could strengthen U.S. carriers’ presence at Mexico’s most important airport—at a time when political and commercial frictions are growing. Next year will be decisive: with the digital slot-management system scheduled to debut and international scrutiny intensifying, the capital’s airport may become a symbol of how power, connectivity, and geopolitics are negotiated in the skies.
