Durante las 43 días que duró la parálisis federal, los controladores —considerados empleados esenciales— fueron obligados a trabajar sin recibir salario. Esto derivó en un aumento significativo de ausencias, agotamiento físico y estrés laboral, lo que obligó a la Administración Federal de Aviación (FAA) a ordenar el 7 de noviembre una disminución de hasta el 10 % de los vuelos domésticos, con el fin de evitar incidentes relacionados con la falta de personal. La medida generó miles de cancelaciones y demoras en la primera semana del mes, afectando a millones de pasajeros. Algunas terminales incluso debieron operar con torres de control remotas ubicadas a kilómetros de distancia, una solución de emergencia que evidenció la fragilidad del sistema en condiciones de estrés extremo. Tras la reapertura del gobierno, el flujo de controladores se estabilizó rápidamente. “Los controladores han regresado a sus puestos y las operaciones pueden retomarse con normalidad”, afirmó el secretario de Transporte, Sean Duffy. El funcionario señaló que el próximo objetivo será acelerar la contratación de nuevos controladores y modernizar el sistema de control aéreo del país. La recuperación llega en un momento crítico: más de 6 millones de personas se desplazarán por vía aérea durante el feriado de Acción de Gracias, según la asociación AAA, lo que convierte este periodo en el más concurrido del año. El Departamento de Transporte indicó que la FAA investigará a las aerolíneas que presuntamente incumplieron la orden de recorte de vuelos. Aunque no se divulgaron nombres, se anticipan posibles acciones de cumplimiento. El contraste es evidente: durante el fin de semana posterior al fin del cierre gubernamental solo se registraron nueve alertas relacionadas con demoras o cancelaciones por escasez de personal, frente a las 81 alertas reportadas el 8 de noviembre, el punto más crítico de la crisis. Con el fin del cierre federal, los controladores recibirán el salario atrasado y ya no enfrentan amenazas de despido por ausencias justificadas en medio de la crisis salarial. No obstante, expertos advierten que la escasez de personal —que ya existía antes del cierre— seguirá generando vulnerabilidades si no se hacen inversiones profundas en formación y modernización tecnológica. |
