Estas denuncias se producen en medio de una escalada de tensiones diplomáticas entre Washington y Caracas, y configuran una nueva justificación para la presión internacional sobre el régimen de Nicolás Maduro. Según fuentes diplomáticas citadas por medios, el Departamento de Estado evalúa designar a ciertas redes criminales vinculadas al poder político venezolano —entre ellas supuestos grupos como el “Cártel de los Soles” y el “Tren de Aragua”— como organizaciones terroristas extranjeras. Aunque el gobierno venezolano rechaza estas acusaciones, estas afirmaciones alimentan un discurso de criminalidad estatal. Este planteamiento no es lineal: para EE. UU., la gravedad radica en que no se trataría solo de bandas ilegales al margen del Estado, sino de una captura institucional. Según analistas consultados, el modelo venezolano combina elementos típicos del narcotráfico con estructuras estatales, lo que convertiría a sus instituciones en actores activos del crimen organizado. Caracas ha reaccionado con furia. El canciller y representantes del gobierno de Maduro han denunciado las acusaciones como una “guerra mediática” y política orquestada por la Casa Blanca, argumentando que se trata de una justificación para futuras acciones militares y sanciones más agresivas. La iniciativa de EE. UU. contempla además sanciones adicionales, restricciones financieras y un reforzamiento del aislamiento diplomático para aquellas figuras estatales que se considere vinculadas a estas redes delictivas. Parte de la estrategia se centra en debilitar económicamente al Estado venezolano, acusándolo de sostenerse a través del crimen organizado. Expertos en seguridad advierten que este escenario puede derivar en una escalada peligrosa, porque no solo pone en jaque la soberanía de Venezuela, sino que también podría abrir la puerta para una intervención más firme por parte de Washington bajo la justificación de combatir un “narcoestado”. Para los defensores de los derechos humanos y del derecho internacional, la categoría de “estado cártel” debe usarse con cautela. Sostienen que etiquetar a un país entero como cártel puede socavar los mecanismos diplomáticos y reforzar una lógica militar. Según estas voces, el riesgo es que lo que se pretende combatir termine siendo un pretexto para intervenciones más profundas. Este debate marca un punto de inflexión en las relaciones entre EE. UU. y Venezuela.
