Militarização, tensões com a Venezuela e o retorno do poder coercitivo na era Trump.

Desde que Donald Trump retornou ao poder, a América Latina ocupa uma posição incômoda: a de palco da política interna dos EUA. Cada movimento no Caribe, cada declaração sobre narcotráfico ou segurança regional, parece responder menos a uma estratégia internacional do que à necessidade de reafirmar o slogan que o levou à Casa Branca: " Make America happen" (Faça a América acontecer). América Grande Novamente . O envio do porta-aviões USS Gerald R. Ford para as águas do Caribe, as acusações contra o governo venezuelano e a retórica de “tolerância zero” em relação a ameaças externas são peças do mesmo quebra-cabeça. A América Latina é, mais uma vez, o palco onde Washington mede seu poder. O retorno da força como diplomacia A presença do USS Gerald R. Ford, um dos maiores porta-aviões do mundo, não é apenas um gesto militar: é uma mensagem. Simbolicamente, evoca os anos em que os Estados Unidos respondiam às tensões hemisféricas com demonstrações de poderio naval. Oficialmente, a missão é enquadrada em operações de "segurança regional" e no combate ao narcotráfico. Na prática, é percebida como um aviso a Caracas e a qualquer um que desafie a autoridade estadunidense no Caribe. A narrativa, mais uma vez, posiciona o narcotráfico venezuelano como uma ameaça hemisférica. No discurso de Washington, a Venezuela personifica não apenas o fracasso econômico e a deriva autoritária, mas também a origem de um comércio ilícito que "coloca em risco as famílias americanas". Essa retórica, que mescla segurança e política, tem sido historicamente útil para justificar sanções e operações militares. E com o retorno de Trump, assumiu um tom mais direto e eleitoral. Essa ênfase no "inimigo externo" serve a um duplo propósito: reforça o discurso interno de ordem e reposiciona os Estados Unidos como o garante do hemisfério. Entre política externa e cálculo eleitoral Trump enfrenta um contexto interno adverso. Os processos judiciais contra ele, as acusações de abuso de poder e a polarização reduziram sua margem de manobra política. Nesse cenário, a política externa torna-se, mais uma vez, uma ferramenta para projetar controle e desviar a atenção. A mensagem é clara: enquanto os tribunais investigam, o presidente age. O destacamento militar e os discursos sobre o tráfico de drogas projetam imagens de autoridade que reforçam sua narrativa de liderança forte. Para sua base de apoiadores do MAGA, essa mistura de patriotismo e mão de ferro continua eficaz. Mas, para além da campanha eleitoral, existe um padrão. A doutrina de Trump em relação à América Latina não busca a integração ou o diálogo, mas sim a obediência. Seu governo prioriza acordos bilaterais, pressão econômica e sanções. A diplomacia é substituída pela imposição, e o diálogo, por advertências. América Latina entre cautela e preocupação Na região, a resposta tem sido desigual. O México permanece cauteloso, evitando confrontos e protegendo o comércio. O Brasil adota uma posição intermediária: busca o equilíbrio sem se alinhar completamente. A Colômbia, um aliado tradicional, enfrenta tensões devido às críticas dos EUA à sua política antidrogas. No Caribe e na Venezuela, o temor é maior. A crescente presença militar dos EUA alimenta suspeitas de uma possível intervenção ou de sanções mais severas. Embora uma ação direta pareça improvável, o envio de armamento naval para uma área sensível reacende memórias de crises passadas. A América Latina está percebendo um padrão: Washington volta a olhar para o Sul não como um parceiro, mas como uma zona de controle. Questões cruciais — migração, drogas, energia — estão sendo abordadas por meio de medidas de contenção, e não de cooperação. E, nesse contexto, a região permanece, mais uma vez, numa posição reativa. O tráfico de drogas como argumento A retórica em torno do tráfico de drogas desempenha uma função política interna nos Estados Unidos. Culpar o Sul permite desviar a atenção do verdadeiro problema: o consumo generalizado dentro do próprio país. A crise dos opioides, que ceifa milhares de vidas todos os anos, raramente é enfrentada com o mesmo vigor que as operações externas. A Venezuela torna-se, assim, o símbolo perfeito dessa narrativa. Acusações de ligações entre o governo e as redes de tráfico servem para justificar táticas de pressão. No discurso de Trump, combater o narcotráfico equivale a combater um inimigo político. E a linha divisória entre segurança e política externa fica tênue. Entre a ordem e a incerteza Para muitos observadores, o que está emergindo não é uma nova doutrina, mas o retorno de uma velha lógica: a força como ferramenta diplomática. A mensagem é clara: os Estados Unidos estão preparados para usar seu poder — econômico, militar ou midiático — para impor sua visão da ordem hemisférica. Essa política pode produzir resultados rápidos, mas tem um custo em termos de confiança e estabilidade. Os países latino-americanos, cientes do desequilíbrio, buscam autonomia, embora com margem de manobra limitada. Enquanto isso, a China e a Rússia aproveitam a oportunidade para expandir sua influência, oferecendo cooperação sem pré-condições políticas. Nessa luta pelo poder, a América Latina se vê mais uma vez presa entre nações que disputam influência. E o risco é que, em sua tentativa de reafirmar sua liderança, Washington enfraqueça o próprio equilíbrio que alega proteger. Um continente sob o olhar de Washington O retorno do poder coercitivo coloca a América Latina em uma posição desconfortável: visível, porém vulnerável. A retórica de Trump promete ordem, mas ele a alcança por meio da pressão. Suas decisões estão mais ligadas à política interna dos EUA do que às necessidades do continente. Superficialmente, o porta-aviões no Caribe e as declarações sobre o tráfico de drogas parecem ser medidas de segurança. Mas, em sua essência, fazem parte de uma narrativa destinada a projetar controle para um eleitorado dividido. A questão é se a América Latina aprenderá a interpretar esse sinal não apenas como uma ameaça, mas como um alerta sobre sua própria fragilidade. Porque, enquanto Washington reafirma seu poder, o continente é lembrado mais uma vez de que, na política dos EUA, o Pacífico Sul é o primeiro campo de batalha onde a força é testada.
