The US Reactivates Military Bases in Panama and Puerto Rico

Strategic Return of US Military Installations in Latin America

The United States has reactivated military installations in Panama as part of a cooperation agreement that allows for the rotational use of strategic locations for joint training, logistical operations, and assistance missions. The Tico Times in Costa Rica recently concluded this return includes activities in areas historically used by U.S. troops, such as the former Fort Sherman, marking a significant shift in the regional security dynamic. The Panamanian government maintains that the agreement does not involve permanent bases and that sovereignty provisions are fully respected, a point it has repeatedly emphasized to allay internal and external concerns.

Responding to Threats or Applying US Pressure?

According to Newsroom in Panama, this collaboration has materialized in jungle training programs taught by U.S. instructors, who work alongside Panamanian units in survival techniques, land navigation, and operations in tropical environments. This cooperation includes intensive courses presented as an effort to strengthen the capacity to respond to regional threats. The U.S. Army's participation in these activities has been described by the media as part of a broader strategy to reinforce the U.S. presence in the isthmus at a time of increasing geopolitical complexity.

Reactivation in Puerto Rico

In addition, the United States has reactivated facilities in Puerto Rico, including areas linked to the historic Roosevelt Roads Naval Station. This move allows for greater operational projection from the Caribbean, especially through the use of renovated runways and expanded spaces for the deployment of aircraft and ships. Because these actions are taking place against a backdrop of increased tensions in the region, they are generating concern in certain sectors of Puerto Rican society, reigniting a debate about the U.S. military role on the island.

According to Newsroom Panama, the reactivation also opens the door to surveillance missions, humanitarian aid, and interagency cooperation. The report indicates that this dynamic could become a key component of the U.S. strategy to support operations in the Caribbean and northern South America. The presence of advanced aircraft and specialized personnel reinforces the perception that the island is once again assuming a central role within the U.S. military architecture in the hemisphere.

The resurgence of US military activity in both Panama and Puerto Rico has provoked diverse reactions in the region. As The Tico Times describes, some sectors interpret these movements as an attempt to regain geopolitical influence in areas where other international actors are also seeking a presence. However, both Panama and the United States have insisted that these are temporary agreements aimed at cooperation. The official narrative emphasizes that the implementation of these activities responds to operational needs and a more demanding regional security environment.

Meanwhile, Newsroom Panama notes that this renewed military interest coincides with a context of heightened tensions in the Caribbean and new political dynamics in South America. The reactivated facilities allow for improved logistics and troop mobility in emergency situations, joint operations, or humanitarian efforts. At the same time, they reopen debates about historical memory, sovereignty, and the role of the U.S. armed forces in the region.
