What if a peaceful retirement, a country house overlooking a lake, and a short flight to Buenos Aires could all fit in one country? More and more Latin Americans, retirees from other parts of the world, and digital nomads are looking to Paraguay with that very question in mind. The country is attractive because of its stable exchange rate, one of the lowest tax burdens in the region, and a cost of living that still allows people to buy an apartment overlooking the bay of Asunción for what in São Paulo or Medellín would barely get them a studio apartment. But before falling in love with a photo on a real estate website, it's worth understanding what the law actually says, how much the entire process costs, and what the difference is between buying in the city and buying land in the countryside.

The short answer to the most frequently asked question—can a foreigner buy property in Paraguay? — is yes, with some important nuances. Article 109 of the National Constitution establishes that "private property is inviolable"; based on this, neither civil nor immigration laws impose nationality restrictions on the purchase of urban real estate, and they do not require residency, a national identity card, or a minimum stay: a valid passport is sufficient to register the deed. The exception is the border security zone: Law No. 2,532/05 restricts ownership of rural properties within 50 kilometers of the international borders to citizens of neighboring countries (Argentina, Brazil, and Bolivia), except with authorization from the Executive Branch. This does not apply to urban areas, nor, in principle, to other areas. Another nuance that advertising rarely mentions: lands allocated by the former Institute of Rural Welfare (now INDERT) for agrarian reform cannot be sold to foreigners, and a Paraguayan citizen can only transfer them to a foreigner ten years after obtaining the title.

Buying an Apartment in Asunción, Step by Step

The process for a non-resident foreigner can take a little over 30 days and requires nothing more than a passport, although for recurring transactions it's advisable to obtain a RUC (equivalent to a NIT) from the DNIT. Once the property is chosen, the critical step is the title search: verifying ownership, mortgages, liens, property tax debts, and that the actual area matches the registered area. Since January 14, 2026, this has been done through the Unified National Registry (RUN), created by Law 7.424/2025, which merged the former Property Registry and the National Cadastre Service into a single agency under the Supreme Court of Justice. With the title verified, a notary public drafts and authorizes the public deed—without it, there is no valid sale—the taxes are paid, and the new ownership is registered. If the purchase is made remotely, an apostilled power of attorney allows signing without travel.

In Asunción, property prices vary considerably depending on the area, the type of property, its size, and whether it is a pre-construction project or a completed unit. For reference, in May 2026, the real estate portal Tu Casa listed an average price of approximately USD 1,788 per square meter for apartments in Villa Morra. The available listings also show one- and two-bedroom apartments with prices ranging from approximately USD 60,000 to over USD 150,000, depending on the location, size, and features of the property.

Does the Paraguayan Estate Exist? The Country Estates of The Cordillera

The Paraguayan equivalent of a Colombian finca is the "quinta": a property with a house, recreational land, and sometimes wooded or cultivated land, ranging from less than one hectare to dozens of hectares. One of the main areas to find quintas and recreational properties is around Lake Ypacaraí, especially in San Bernardino, Ypacaraí, and the Areguá-Ypacaraí axis, in the departments of Cordillera and Central. The area is connected by road to Asunción, and some real estate developments are located approximately 40–60 minutes from the capital, depending on the location and traffic. Prices vary enormously: small quintas, around 1,500 m², start at US$130,000, while properties of several hectares with a house and pool can exceed one million dollars near the lake. These locations usually have mains electricity, running or well water, internet access, and paved roads to the main entrance, although services decline rapidly as you move away from urban centers, so it's advisable to confirm them before buying. The purchase of rural land follows the same legal framework as urban land, with the exception of the border and INDERT lands; many country houses are used interchangeably as weekend homes, permanent retreats or small agritourism businesses.
Asunción or The Cordillera: Where to Settle

For those seeking tranquility without completely abandoning the city, San Bernardino and Areguá offer a perfect middle ground: lakefront, gastronomy, and less than an hour from Silvio Pettirossi Airport. Asunción remains the logical choice for those needing offices, clinics, and international schools on a daily basis. Many expats resolve this dilemma by owning an apartment in the capital and a weekend getaway in the Andes Mountains, as both are less than an hour apart.

How Much does It Really Cost, in Three Stages

In Paraguay, purchasing real estate involves various expenses related to the deed registration, property registration, certificates, and professional fees. Notary fees are regulated by Law No. 1307/87, which establishes a percentage scale based on the value of the deed, ranging from 2% to 0.75% for higher-value transactions.

In tax matters, the DNIT establishes that in the sale of real estate, 30% of the price is presumed to constitute the minimum added value and that the applicable VAT rate is 5%. This results, as a reference, in a tax burden equivalent to 1.5% of the sale price, subject to the tax breakdown methodology established by the DNIT.

These costs can be supplemented by registration fees, certificates, administrative expenses, and professional fees, the amounts of which depend on the specific transaction. Therefore, there is no single, universal percentage that would allow us to state that all real estate closings in Paraguay cost exactly between 3% and 4%. As a practical estimate, some market sources place the buyer's total expenses at around 5% or more, depending on which costs each party assumes and the characteristics of the transaction.

For an apartment priced at approximately USD 130,000, closing costs can be estimated, as a guideline, between USD 5,800 and USD 7,200—equivalent to approximately 4.5%–5.5% of the price—considering notary fees, registration fees, certificates, professional fees, and taxes. This percentage is a market estimate and may vary depending on the transaction, the services contracted, and which expenses are assumed by the buyer or seller.

The Costs and Taxes you Should Consider After Buying

After purchasing a property, one of the main recurring expenses is the municipal property tax. In Paraguay, this tax is calculated by applying, as a general rule, a rate of 1% to the property's assessed value, not its market price. The assessed value is determined according to the valuation system established by the tax and land registry authorities, so it is not possible to calculate the annual tax for a USD 130,000 apartment solely based on its purchase price.

Municipalities can offer discounts of up to 12% for on-time payments, although the percentage and application period depend on each municipality and the fiscal year. For example, in Asunción, a 10% discount was established for on-time, cash payments made during January 2026.

These expenses are in addition to, depending on the property and the ownership regime, building expenses or administration, insurance, maintenance and public services.

If the property is rented, the tax treatment depends on the owner's tax residency. For a resident individual, rental income is subject to Personal Income Tax (IRPF) on Income and Capital Gains. To determine net income, one can use, among other alternatives, a presumed income equivalent to 50% of the rent; the corresponding IRP rate is applied to this income, so under this method, the effective IRP burden is equivalent to 4% of the rent. In addition, the rental of a property used exclusively for residential purposes is subject to VAT at a rate of 5%.

In the case of a non-resident landlord, the rental of a property located in Paraguay is subject to Non-Resident Income Tax (INR). For property rentals, the regulations establish a presumed net income of 50% of the rent and an INR rate of 15%, which equates to an effective tax burden of 7.5% on the rent under this method. The corresponding VAT on the rental must be considered separately, with a rate of 5% for primary residences.

Paraguay is not an Island in the Southern Cone

One of the most common myths is that moving to Paraguay isolates you from the rest of the Southern Cone. Buenos Aires is less than two hours away by plane, from $60 to $200, or 18-24 hours by bus for $70 to $110. Montevideo can be reached by a direct flight of one hour and 50 minutes, between $150 and $350, or by land in 20 to 24 hours for $130 to $260. Punta del Este doesn't have a direct flight from Asunción: the fastest option combines a layover in Buenos Aires or Montevideo and a final leg, between 4 and 6 hours door-to-door, or a direct bus that takes almost a full day. Living next to Lake Ypacaraí doesn't preclude a weekend getaway to the Uruguayan coast.

For Whom Does This Investment Make Sense?

Paraguay works well for those seeking a lower cost of living, a low and proven tax burden, and no prior residency requirement for purchasing property. Retirees with stable incomes, digital nomads billing in dollars, and investors looking for rental income will find conditions here that are hard to match. In fact, the Paraguayan Immigration Office already recognizes specific economic solvency categories for retirees, remote workers, and property owners who also wish to apply for residency. It's not the best option for those seeking explosive short-term appreciation or planning to buy rural land on the border without first conducting the necessary legal due diligence. As in any emerging market, investment security depends less on the country itself and more on the buyer's diligence: a good notary, a lawyer independent of the seller, and a thorough title search are worth far more than any brochure.

Beyond the balance between costs and benefits, decisions like this—where to live, where to invest, with whom to build community—also silently weave a more integrated Latin America: each person who crosses a border to settle or invest in an informed way contributes, on their own scale, to a region that is more self-aware and self-sustaining. This everyday integration, made up of short flights and well-informed decisions, is one of the most concrete ways to contribute to the Latin America we inhabit.
